Description
National Institute on Aging (NIA), The Intramural Research Program (IRP), Clinical Research Branch, intends to award a purchase order on a noncompetitive basis to the University of Delaware, Department of Health, Nutrition and Exercise Sciences, 303E Willard Hall, Newark, DE 19716; NAICS 541711; Business Size Standard 500; for a project entitled: Coding of Nutritional Survey Data for the Healthy Aging in Neighborhoods of Diversity across the Life Span (HANDLS) Study. The primary concern to this study is determining to what level nutrition plays in the epidemiological make-up of a diverse population when viewed in a longitudinal manner. Specific techniques to be used to investigate the effects of nutrition and diet on a population include nutritional monitoring and dietary recall. The project looks to establish the planning documentation and epidemiological sample frame for conducting a longitudinal study that disentangles the confounding effects of race and socioeconomic status on long-term healthy aging. The goal of this project will focus on creating survey-sampling methodologies and applications unique to a diverse and complex population, spanning numerous and various socio-economic patterns, with a particular focus on assessment made by a longitudinal study. One unique study development goal to be established by this project is the development of criteria essential to assess nutritional status for segmenting a diverse population base. Nutritional methods to be used to develop this criterion include multiple dietary recalls, blood biochemistries, functional status measures, food security measures, and anthropometrical measures. Statutory authority: Only one responsible source and no other supplies or services will satisfy agency's requirements, 41 U.S>C. 253 (c) (1), FAR 6.302-1(b) (1). The cited authority is applicable because the University of Delaware has both the expertise and facilities for performing these analyses by Dr. Kuczmarski, which is widely regarded as an expert in the fields of minority nutrition, aging nutrition, nutritional monitoring and study design. Dr. Kuczmarski has the facilities and resources for analyzing these data and the expertise necessary for interpreting the results. This study will collect data from the adult community dwelling volunteers. These data must be scored and entered using specifically designed nutritional look-up tables that are available to Dr. Kuczmarski, who will supervise the scoring and entry into computer files and will assist in subsequent analyses by NIA investigators. The period of performance is for 12 months. This acquisition is being conducted under Simplified Acquisition procedures and is exempt from the requirements of FAR, Part 6, Competition Requirement.
