- This contract action was not awarded as a fixed price type because it was not possible to estimate accurately the extent or duration of the work or to anticipate costs with any reasonable degree of confidence. As such, a time-and-materials type action was awarded for non-commercial supplies and services (FAR 16.601(c)). The Mission and Installation Contacting Command Information Technology, E-Commerce and Commercial Contracting Center-West (ITEC4-W), on behalf of The United States Army, 21st Signal Command requires a contract for non-personal services SATCOM operations and maintenance augmentation support services for the 21st Signal Brigade GIG facilities at the following CONUS locations: Fort Detrick, Fort Meade, Camp Roberts, Fort Bragg, Fort Belvoir, Site C, and Raven Rock Mountain Complex. The contractor shall augment the existing Government workforce in O&M for the 21st Signal Brigade at its DSCS and GIG facilities for Defense Information Systems Network (DISN) core reach back communications services: Defense Switch Network (DSN)(black telephone), Defense Red Switch Network (DRSN) (classified phone services), NIPRnet and SIPRnet unclassified and classified computer services, Intelligence Circuits, and Video services. The GIG facilities encompass all hardware and software associated with the satellite earth terminal; baseband multiplexing and de-multiplexing equipment; terrestrial communications systems; power distribution and Uninterruptible Power Supplies (UPS); and Test, Measurement and Diagnostic Equipment (TMDE). In addition, the contractor shall provide qualified personnel and all personnel administration, personnel management, training, and maintenance services. The requirement is Performance-Based and includes a Performance Work Statement (PWS) and a Quality Assurance Surveillance Plan (QASP) for performance metrics.
