Description
Remote Controlled Emergency Services and Military Aerial Imaging and Video System Unmanned Aerial Vehicle (UAV) System Dragonfly X6 Helicopter (OR EQUAL) The 27th Special Operations Contracting Squadron (27 SOCONS) is seeking information concerning the availability of sources to provide a Remote Controlled Emergency Services and Military Aerial Imaging and Video System. The system will be used to conduct pre-personnel entry reconnaissance during Chemical, Biological, Radiological, Nuclear (CBRN) and Weapons of Mass Destruction (WMD) incidents. The acquisition of this system will eliminate possible exposure to USAF personnel and lessen the possibility of injury during WMD events. It will provide the Incident Commander a pre-entry visual allowing a more definitive course of action to protect life and minimize property damage. This Request for Information (RFI) is issued for informational and planning purposes only. This is not a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this RFI. The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this RFI. Contact with Government personnel other than those specified in this RFI by potential offerors or their employees regarding this project is prohibited. This sources sought notice is an announcement seeking market information on vendors capable of providing the supplies as described herein. 27 SOCONS is currently conducting market research to locate vendors capable of offering the supplies with the features required. The information requested by this RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. For purposes of this RFI, the North American Industry Classification System (NAICS) Code is 334511, search, detection, navigation, guidance, aeronautical, and nautical systems and instruments manufacturer, and the small business size standard is 750 employees. Description of Supply Remote Controlled Emergency Services and Military Aerial Imaging and Video System. Dragonfly X6 Helicopter (OR EQUAL) a. Dimensions maximum: Width - 36 inches, length 33 inches, height 10 inches. Unit must be collapsible/foldable to fit in carry case (case specifics follow). Weight of flight unit maximum - 35 oz. Payload capacity minimum - 18 oz. b. Flight Characteristics: Unassisted visual reference, max climb rate - 23 ft/sec, max descent rate - 13 ft/sec, Max turn rate - 90 degrees/sec, Approx Max Speed - 30 Mph Min Speed - 0 Mph, Launch Type - Vertical Take Off and Landing, Minimum Altitude 7500 Ft. Minimum Flight time with video monitoring equipment - 15 minutes, not to exceed 65 dB at distance of 4 ft. c. Rotor Blades: Three counter rotating pairs (six rotors), molded carbon fiber, upper blades dimension - 16 inches minimum, lower blades dimension - 15 inches minimum. Blades powered by six electric direct drive motors (one per blade), ball bearing type, voltage 14.8 volts not to exceed 1.34 oz. Motors must have stall protection safety feature. d. Video and Camera Attachments: 10 Mega-Pixel Digital Still Camera with remote controlled tilt, zoom and shutter release. 1080p High Definition Video Camera with remote controlled tilt. e. GPS capable to provide: Position Hold, Location and Velocity Data (maximum satellites tracked) f. Rapid Deployment - Be capable of rapid unpacking from storage and transport case(s) g. Case weight not to exceed 65Lbs (one person carry capable), black Pelican military grade, 4 wheels for ease of transport, retractable handle extension, double throw latch system, O-Ring seals, Automatic Pressure Equalization valve. h. Case must provide hold fully assembled system (Aerial platform for cameras (assembled helicopter unit)), video recording base station, battery charge system, minimum 2 each handheld controllers (one training one operations), spare parts, toolbox, instruction manual i. Charge Station will contain minimum Two rechargeable Lithium Polymer batteries, 14.8 Volt, 2700mAh, recharge time not to exceed 30 minutes. j. Unit must provide for a wireless video base station. Station must be capable of providing wireless video receiver, antennas with adjustable mounts, Telemetry Software, Telemetry Computer with associated/required software preloaded and ready for operation. k. Wireless Video Receiver must provide: 1. Integrated Telemetry Transceiver 2. Integrated Video Capture Device 3. Quad Receivers 4. Frequency - 5.8 GHz 5. 7 Channel capable ranging from 5.740 to 5.860 GHz 6. Power Input: 6-18 Volt DC 5.8 watt 7. Power Supply: Lithium Polymer battery 8. LCD Display: Backlit by LED 9. 3 Button Controller (2 for Navigation, 1 power and select) 10. Quad antenna activity LEDs 11. USB-B Jack for Embedded Telemetry Transceiver and Video Capture Device l. Two each Handheld controllers with touchscreen displays and Wireless Video Receivers. Controller Information displayed must provide: 1. Heading 2. Bearing 3. Altitude 4. Climb Rate 5. Speed 6. Still Camera System Specifications: Panasonic Lumix DMC-LX3 Camera with SD Memory Card, all necessary cables modified for remote zoom, shutter and battery, weight maximum 8 oz. 1. One each 10.1 MP Digital Camera 2. 24 mm Wide Angle Lens 3. 2.5X Optical Zoom capable 4. 3648x2736 Max Image Size capable 5. Image stabilization 6. Image saves to SC/SCH/MMC Memory Card 7. Capable of filming 720P video n. Video Camera System Specifications: Panasonic HDC-SD9, Full HD 1080P, 10x Optical Zoom, weight maximum 11.6 oz. 1. Provides Full HD 1920x1080 progressive 2. 35mm Equivalent Letica Lens 3. 10x Optical Zoom 4. 1/6 inch 3CCD 5. Image Stabilization 6. Records to SD/SCHC memory card o. Tool Kit providing specific tools and parts for minor repair and adjustment, specifically providing Rotor Removal Tool, Hex drivers, Nut driver, O-rings, Fuses and fasteners to support minor maintenance. p. Require one additional battery kit which includes two additional batteries with external charging station permitting sufficient battery backup for repeated use. Battery recharge rate should provide rapid recharge not to exceed 45 minutes.
