- Pursuant to the requirements of the Competition in Contracting Act (CICA) as implemented by FAR Subpart 6.3, and in accordance with requirements of FAR 6.302-1, the justification for the use of the statutory authority under FAR Subpart 6.3 is justified by the following facts and rationale required under FAR 6.303-2 as follows:1.Identification of Agency/Contracting Activity - VA Medical Center, Providence, RI.2.Nature/Description of Action - Installation of SV8500 PBX switch3.Description of Supplies/Services - Installation of equipment on existing phone system to up-grade the PBX system.4.statutory Authority - 6.302-1 only one responsible source Per 10 USC 2304(c)(1)5.Reason for Authority - Due to the complexity of the existing programming, it would be extremely difficult for a vendor to implement without disruption to the call processing - especially the inbound and outbound calls. As a medical center, there can be NO disruption to patient's ability to contact their medical providers. 6.Efforts to Obtain Competition - N/A7.Researched market. Market research was done for cost of equipment only. Labor is under the GSA contracted rate8.Determination of Fair and Reasonable Cost to the Government - based on the market research of prices offered for equipment needed, and the GSA pricing for labor rates this acquisition is priced fair and reasonable 9.Market Research -searched sources for this on the internet and other VA's FBO postings10.Other Facts - In addition, should a vendor other than the currently contracted maintenance vendor be awarded the contract for installation and maintenance of the first year warranty of the voice recognition system, significant issues identifying the responsible party to address equipment malfunctions and hardware failures would arise. This would cause delays in timely resolution of issues and would increase expenses to the medical center due to billable service calls resulting from the wrong vendor being called.11.Interested Sources - No12.Actions to Remove Barriers to Competition -This is a onetime procurement to integrate additional equipment into the PBX system. 13.Certifications - I hereby certify that the information addressed herein, which forms a basis for this justification, is complete and accurate, to the best of my knowledge.
