- Combined Synopsis/Solicitation W81K00-09-T-0529 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-29. This acquisition is solicited as an unrestricted open market for NAICS 339112, size standard 500 employees. All responsible sources may submit a quotation which shall be considered by the agency. The requirements of this solicitation are for automated compact and robotic pipette system with computer interface, dispensing tools, and components, 1 each, for Brooke Army Medical Center, Fort Sam Houston TX 78234. Required items to be delivered FOB destination. All equipment, media, reagents and 96-well micro dilution plates are maintained sterile at all times under the instruments hood "The liquid handling system is a programmable robotic instrument that uses an infra-red optical sensor to detect all the tubes, plates, reservoirs, pipette tips, multichannel and single channel pipetting tools. The optical sensor also detects the position of each tube, plate, reservoir, pipette tips, multichannel and single channel pipettes "The instrument is programmable through a PC with specific software for the epMotion graphic interface "Programming includes the ability to transfer liquids from tubes to plates, plates to tubes and dilution and mixing function between the transfers. The system can also re-arrange the tubes or 96-well plates for multifunctional programs. Once programmed, the robotic system functions as a walk-away system "Three single and three multichannel pipetting tools allow volumes from 1ml to 1000ml to be pipetted into single or multiple wells, mixed, dilutions across the 96-well plates or in single rows or columns "The instrument has a robotic plate transfer tool that allows up to 20 plates to be picked up, moved, filled, diluted and stacked in a walk-away system The following FAR and DFARS provisions and clauses apply to this solicitation: 52.212-1 [Instructions to Offerors]; Addendum 52.212-1; Federal Acquisition Regulation (FAR) provision 52.211-6 Brand Name or Equal applies to this acquisition. The closing date and time of this solicitation is 16 September 2009, 10:00 a.m. CST. The Government will award a contract resulting from this solicitation to the responsible contractor whose quote, conforming to the solicitation, is Lowest Priced, Technically Acceptable (LPTA). Award will be on an all or none basis. The following factors will be used to evaluate quotes: Technical acceptability and price. 1. Technical acceptability: If providing an equal item(s), comply with FAR Clause 52.211-6, Brand Name or Equal. Explain how your company will meet the salient characteristics of the items as specified in the solicitation. Prospective contractors shall demonstrate that the system offered complies with the technical requirements described in the salient characteristics by submission of a written capability statement with their offer. 2. Price. 3. Evaluation Process: All quotes will be evaluated on overall technical acceptability. The award decision will be based on the lowest priced technically acceptable quote.
