- SUPPORT SERVICES FOR THE RESIDENT The Department of Commer (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Research and Applications intends to contractor with Colorado State University to provide support services for NOAA/NESDIS Research Group Collaboration with Cooperative Institue for Research in the Atmospher at the Colorado State University site location for one base year and four renewable Option Years. Requirement for these services are detailed in the attached Statement of Work titled, 'Support Services for the Resident NOAA/NESDIS Researcfh Group Located CIRA, Colorado State University'.The University of Colorado is the only source known to be capable of prorviding thess support because the University of Colorado has a Memo of Understanding wtih NOAA effective since 2002. These services are a continuation of that agreement. However, qualified offerors may submit their proposal for consideration no later than 12 Noon (EST) Thursday, September 2009. Proposal responses shall include pricing for the Base Year as well as for the possible four Option Years of service.The information set forth in this Pre-Solicitation notice is an advanced copy of NOAA's Request for Quote (RFQ) that becomes final unless otherwise modified before the response date. The applicable NAIC code is 611310. The Government shall award a firm fixed-price purchase order resulting from this solicitation to the responsible offeror whose offer conforming to this solicitation and the SOW will be most advantageous to the Government, price and other factors considered. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Approach -- The likelihood of effectively meeting the requirements; 2) Past Performance -- The relevance and quality of prior performance; 3) Price -- The amount, realism and consistency of the evaluated price; and 4) Personnel -- Key personnel with tailored resumes showing education, experience and other relevant information. Evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) -- Conspicuously striking in eminence; Good (G) -- Beneficial and worthwhile; sound and valid; Adequate (A) -- Reasonably sufficient and suitable; Marginal (M) -- minimally suitable at the lower limit. This solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-36. The following provisions and clauses shall apply to this solicitation: FAR 52.213-4 Terms and Conditions - Simplified (Other than Commercial Items) (Aug 2007), 1352.239-73 Security Requirements for Information Technology Resources (DEC 2006), 52.243-1 Changes -- Fixed Price (AUG 1987) - ALT I (APR 1984. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website ( www.ccr.gov ). All responsible sources may submit a response which, if timely received, must be considered by the agency. All responsible sources may respond to this solicitation with a quotation addressed to the Contract Specialist at shirley.l.johnson@noaa.gov no later than 12:00pm Noon (EST) Friday, September 18, 20009 or at fax to (301) 713-0808, or mail to DOC/NOAA/AGO, 1305 East West Highway, Rm. 7141, Silver Spring, Maryland 20910. The Government reserves the right to make a single award, multiple awards, or no award as a result of this solicitation. It is the responsibility of the contractor to confirm NOAA's receipt of their quote.
