Description
Price schedule for maintenance services for MAC Computers This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is PC-09-Q-RM16 and is issued as a Request for Quotation (RFQ). NAICS Code 811212 applies to this RFQ. This is a total Small Business Set Aside. It is anticipated that a firm fixed priced purchase order shall be awarded as a result of this RFQ. SECTION B – SUPPLIES OR SERVICES AND PRICE/COSTS B.1 CONTRACT TYPE The Government anticipates awarding a Firm Fixed Price Purchase Order in accordance with the Federal Acquisition Regulations (FAR) Subpart 13.5 Commercial Items Test Program Procedures. Both labor hour and firm fixed price tasks are anticipated to be awarded based on rates provided in Paragraph B.2 Price Schedule. B.2 PRICE SCHEDULE See attachment for price schedule SECTION C – DESCRIPTION/SPECIFICATIONS C.1 GENERAL BACKGROUND The Peace Corps has been successful at supplying foreign nations which request assistance, with highly skilled and motivated international Volunteers since 1961, and more than 195,000 American men and women have served. With over 8,000 current Volunteers working in 75 countries, Peace Corps is renowned for Volunteer projects in education, health, the environment, agriculture, and community development; however, Volunteers are also addressing current modern and relevant issues with projects that address HIV/AIDS, communication/information technology, and business development. Each year, Peace Corps recruits, selects, and places approximately 4,000 Volunteers from diverse backgrounds, ethnicities, and ages 18 and up (there is no upper limit). The Design Office within the Office of Communications requires the use of monthly maintenance service provider to ensure all MAC workstations are kept in work ready conditions as we are seeking to continue to maintain the life expectancies of all of our MAC workstations and continue to operate with limited service interruptions. C.2 OBJECTIVE The contractor shall provide maintenance for MAC workstations as we are seeking to continue to maintain the workstations’ life expectancies and continue to operate with limited service interruptions. C.3 SCOPE OF WORK The Peace Corps seeks Mac Technical Support services to the Office of Communications for a combination of desktop, laptop, and color printer and scanner machines: 1. Initial Meeting: Up to 2 hours no charge with 2 consultants 2. Regularly scheduled on-site service calls: The on-site service calls shall occur once every four weeks billed at an hourly rate. 3. On-site maintenance: Includes but is not limited to the following services. Additional visits will be scheduled to complete these items as necessary and will be billed at the same hourly rate. •Security Updates •Maintenance release updates •Disk directory check and repair •Backup system check •Trouble shoot individual MAC computer problems •Recommendations of hardware and software as required. •Installation of hardware and software as required The contractor shall be customer service focused and be willing to answer questions, and quickly resolve any issues that may come up during the period of performance of the contract. 4. Phone and email technical support: As needed, billed at hourly rate, rounded to the nearest 15 minutes 5. Color and Font Management: Including device profiling for monitor, printer and scanners. Creating a color managed workflow and font management system. 6. Travel to Peace Corps at 1111 20th Street NW, Washington, DC: At no charge to the Government. The contractor shall provide a technician who can and is able to undergo a background check for clearance to work as a consultant for the Peace Corps. 7. Priority Service and Emergency Support: Priority service and scheduling for emergency support, at no additional charge to the Government. SECTION D – PACKAGING AND MARKING THE SECTION IS INTENTIONALLY LEFT BLANK. SECTION E – INSPECTION AND ACCEPTANCE Inspection/Acceptance. The Contractor shall only tender for acceptance those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. If repair/replacement or reperformance will not correct the defects or is not possible, the Government may seek an equitable price reduction or adequate consideration for acceptance of nonconforming supplies or services. The Government must exercise its post-acceptance rights— (1) Within a reasonable time after the defect was discovered or should have been discovered; and (2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item. In the event the Contractor effects any change at the direction of any person other than the CO, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result. Contractual problems of any nature that may arise during the life of this contract must be handled in conformance with very specific public laws and regulations (e.g., Federal Acquisition Regulation). Only the CO is authorized to formally resolve such problems. Therefore, the COTR and the Contractor are hereby directed to bring all such contractual problems to the immediate attention of the CO. G.4 CONTRACT MANAGEMENT Notwithstanding the Contractor’s responsibility for total management during the performance of this contract, the administration of the contract will require maximum coordination between the Peace Corps and the Contractor. The following individuals will be the Contractor’s points of contact: Contracting Officer (CO) – All contract administration will be effected by the CO. Communications pertaining to contractual administrative matters shall be addressed to the CO. No changes in or deviation form the Statement of Work (SOW) shall be affected without a written modification to the contract/s executed by CO, authorizing such changes. Contracting Officer’s Technical Representative (COTR) - The COTR will be given authority by the CO to monitor all technical aspects and assist in the administration of the contract. The types of action within the purview of the COTR authority are: 1. To assure that the Contractor performs all the technical requirements of the contract; to perform or cause to be performed all inspections necessary in connection with performance of the contract; and to maintain both written and oral communications with the Contractor concerning the technical aspects of the requirements. 2. The COTR shall monitor the Contractor’s performance under the contract/s and notify the Contractor and the CO of any deficiencies observed, as well as to coordinate Government furnished property and provide for site entry of Contractor personnel if required. 3. The COTR is NOT authorized to change any of the terms and conditions of this contract/s. Only the CO is authorized to make changes to the SOW, through a properly executed modification to the contract/s. 4. The COTR is NOT authorized to re-delegate his/her authority. G.5 WITHHOLDING OF CONTRACT PAYMENTS Notwithstanding any other payment provision of this contract, failure of the Contractor to submit required reports when due, or failure to perform or deliver required services/supplies may result in the withholding of payments under this contract. Payments may be withheld unless such failure arises out of circumstances beyond the Contractor’s control and without fault or negligence on the part of the Contractor, as provided for in the relevant contract clauses. The Peace Corps shall promptly notify the Contractor of its intention to withhold payment of any voucher or invoice in full; however, if only a portion(s) of the invoice are being withheld, then the voucher may be processed without notification to the Contractor to prevent delay in payment. G.6 INTERPRETATION OF MODIFICATION No oral or written statement of any person and no written statement of anyone other than the CO shall modify or otherwise affect the terms or meaning or this contract. Requests for interpretations, modifications or changes must be made in writing to the CO. The COTR can only respond (verbally or in writing) to technical matters. SECTION H – SPECIAL CONTRACT REQUIREMENTS H.1 Personnel Security Requirements (Peace Corps November 2005) It is the policy of the Peace Corps to exclude from engagement via contractual relationship, including subcontracts, any individuals who have engaged in intelligence activity or related work or who have been employed by or connected with intelligence agency either directly or by way of contract. H.2 Use of Peace Corps Name and Logo (November 2008) The Contractor shall make no publicity announcements or issue other public relations or promotional materials mentioning the Contractor’s connection with Peace Corps without first consulting with the Contracting Officer. Further the Contractor shall not use the Peace Corps name and/or logo in conjunction with, or proximity to, the Contractor’s logo, trademark, trade name or facsimile thereof (co-branding) without the advance written concurrence of the Contracting Officer. H.2 Production Status Contractor shall provide written and/or oral status updates according to the work performance timetable, in a format reasonably acceptable to the COTR. H.3 Legal Requirements: The Contractor will ensure that all permissions, copyrights, waivers, and other legal requirements are met regarding the rights of Peace Corps to use in the U.S. and its Territories in perpetuity for all deliverables. Any exceptions must be pre-approved by the Peace Corps Contracting Officer in writing. (End of clause) 52.217-5 Evaluation of Options As prescribed in 17.208(c), insert a provision substantially the same as the following: EVALUATION OF OPTIONS (JULY 1990) Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). (End of provision) 52.217-8 Option to Extend Services. As prescribed in 17.208(f), insert a clause substantially the same as the following: OPTION TO EXTEND SERVICES (NOV 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days before the contract expires. (End of clause) 52.217-9 Option to Extend the Term of the Contract. As prescribed in 17.208(g), insert a clause substantially the same as the following: OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years. (End of clause) SECTION M – Evaluation Factors The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
