Description
THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W56HZV09C0623. This is a combined synopsis and solicitation for the procurement of Theoretical Studies of Multi-Physics Computational Analysis for Ballistic Threat Mitigation. The effort, as proposed, includes basic studies of theoretical phenomena relating to ballistics, mine blast and vehicle crashes. The proposed effort is a continuation of efforts as previously developed under contract DAAE07-03-C-L103 which the contractor developed a Micro Electro Mechanical (MEMS) Layerwise and Third Order Shear Deformation theory and methodology for evaluation of the global-local and macro mechanic analysis of the laminated and bonded layers. The Government intends to procure these services on an other than full an open competition basis from Composite Research and Advanced Technologies, Inc. (CREATE, Inc.), 4712 St. Andrews Dr., College Station, TX 77845-4401 under the authority of 10 USC 2304(c )(1), as implemented by FAR 6.302-1(A)(2), based on only one responsible source. It is anticipated that a cost-plus-fixed-fee contract, work directive based, level of effort (LOE) type contract will be awarded to satisfy this requirement. The period of performance will include 12 months for the basic contract, plus up to 24 additional months for the option effort (if exercised) for a total period of performance up to 36 months. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
