This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. Solicitation No. VA-255-09-RQ-0074 is being issued as a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular http://acquisition.gov/far/fac/Looseleaf_FAC 2005-36.pdf. This requirement is a 100% small business set-aside and the associated the associated North American Industrial Classification System (NAICS) code is 339112 with a small business size standard of 500 employees. The salient characteristics of each component of the power system are as follows: HANDPIECE "Cordless, optimal power/weight ratio single charge will power an entire procedure, rapid recharging, supports frequent reuse. "Slim, fully sterilizable, easy maneuverability for close-in surgery. "Speed regulators on handle for real time control by surgeon. "High torque, variable speed, bi-directional motors with safety switches, handles provide full power with easy control during the heaviest use. "Lightweight ergonomic design- balanced to maximize precision control, with no noticeable vibration in use. "Fully sealed, water resistant- maintenance free, lube less motors, free from water infiltration, air-borne contamination. "Handle and adapters are fully ETO or autoclavable, batteries are ETO or flash autoclavable. "Ergonomically designed shaped with elongated hand and drive portions. "Battery pack is attached and removed from the handle portion of the device in a direction that is parallel to the axis of the elongation of the handle portion. Battery pack is slid in along the same parallel direction. "Weight and size distribution need to be balanced for ease of maneuverability in especially close-in, heavily used surgical sites. "Battery resists "fretting", mechanical abrasion wearing out the contact surfaces. KEYLESS CHUCK "Accepts a wide variety of drills, pins, accessories for rotational drilling, wire fitting, tapping, screwing. QUICK CHUCK SMALL TRINKLE "Time saving quick connection of twist drills, taps, screwdrivers, all applications needing rotational movement. SAWING "Offset design with multiple (four minimum) position rotation for superior access to the surgical site. "Reciprocating- for large bone osteomtomies and removal of femoral head, with multiple (four minimum) position rotation for superior access to the surgical site and reduced vibration. REAMING "90 degree intramedullary trinkle reaming adapter with AO fitting for at-the-site reaming, closer access, improved control for intramedullary nailing. BATTERY CHARGER "Quick recharge simultaneously (a minimum) of four batteries sterile and non-sterile. "Interactive screen allows user to assess the condition of the battery and read battery usage. "Diagnoses battery and its usage. "Conditioning cycle for discharging non-sterile batteries. ASEPTIC BATTERY SYSTEM "Simple three piece (at a minimum) design aseptic delivery to the field. "Easy to handle and deliver in the field. "Versatile- accommodates all sterile and non sterile batteries. Delivery shall be FOB destination, NLT September 28, 2009 at the St. Louis Veterans Affairs Medical Center, Jefferson Barracks Division, St. Louis, MO 66048. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items (June 2008) applies to this acquisition and the following provisions apply: (a), (b)(1), (b)(2)(b)(3), (b)(4),(b)(6) (b)(7), (b)(8), (b)(9), (b)(11), (c), (f), (g), (j), (k) and (I). The provision at 52.212-2 applies to this acquisition and the following evaluation criteria are included in paragraph (a): (1) Technical Acceptability (must meet all stated salient characteristics); (2) Performance, form, fit and function, (3) Past performance; (3) Warranty; and 4) Price. Technical and past performance, when combined, are more important than price.
