- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number assigned is HSCG38-09-Q-410063. This announcement constitutes the only solicitation. The provisions and clauses incorporated herein are those in effect through Federal Acquisition Circular 2005-36. The U. S. Coast Guard Aircraft Repair and Supply Center, Elizabeth City, NC proposes to solicit and negotiate on a sole source basis with Elizabeth City Area Chamber of Commerce, Elizabeth City, NC for a Public Affairs Coordinator. The period of performance will be from 01 October 2009 through 30 September 2010. The North American Industry Classification System (NAICS) is 541820. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. DESCRIPTION OF ITEMS OR SERVICES ITEM ITEM or SERVICE QTY UNIT UNIT PRICE AMOUNT 0001 Public Affairs Coordinator 12 MO $ _________ _________ 1. SCOPE A requirement exists at the USCG Aircraft Repair & Supply Center, soon to be known as the Aviation Logistics Center (ALC), Elizabeth City, NC, for a Public Affairs Coordinator. 2. CONTRACTOR PERSONNEL QUALIFICATIONS 2.1 The Contractor shall provide personnel that have the qualifications and possess the certification of Certified Protocol Specialist. Proof of certification shall be submitted with quote. 2.2 The Contracting Officer has the right to request the contractor to replace personnel provided in support of this contract for reasons of nonperformance. If so requested, the contractor shall have sixty (60) calendar days to provide a replacement of equivalent job skills from the written date of notification. 2.3 The contractor shall only access those areas of Coast Guard information technology resources (e.g. computer equipment, networking equipment, telecommunications equipment, cabling, network drives, computer drives, network software, computer software, software programs, intranet sites, internet sites) explicitly stated in this contract and/or as approved by the Contracting Officer in writing as necessary for performance of the work under this task order. Any attempts by contractor personnel to gain access to any information technology resources not explicitly authorized by the Contracting Officer or other terms and conditions of this contract, is strictly prohibited. In the event of violation of this provision, Coast Guard will take appropriate action with regard to the contract. 3. TASK REQUIREMENTS 3.1-1 The contractor shall perform ALC tours, generally held on a weekly basis. 3.1-2 The contractor shall coordinate Public Affair events to include, but not limited to, dealing with local news staff; set up after-hour events; work with various personnel across the ALC (i.e. photographer, graphics, etc); and draft articles for the local papers. 3.1-3 The contractor shall coordinate change of command ceremonies and retirement ceremonies to include, but not limited to, scripts; talking points; and guest lists. 3.1-4 The contractor shall meet arriving aircraft; arrange for transportation; drive guest party around the base complex and handle all visitor itineraries. 3.1-5 The contractor shall set-up and run audio/visual equipment for meetings; coordinate and maintain the Command Brief; and maintain information status of the Conference Room. 3.1-6 The contractor must be able to work after hours (with Compensation Time). This should rarely occur. 3.1-7 The contractor shall manage ALC internal electronic bulletin boards. 3.1-8 The contractor shall assist in the planning of the Ward Room social functions. 3.1-9 The contractor shall attend meetings as designated by the ALC. 4.0 CONTRACTOR REQUIREMENTS 4.1 (a) The contractor employee vehicle shall display a valid state license plate, a valid state safety inspection sticker (if required), and a valid installation vehicle registration decal at all times. Employee owned vehicles shall be parked in designated parking areas. (b) The contractor shall comply with all installation security requirements and all security regulations or directives issued by the USCG Commanding Officer. All contractor personnel shall have their Government issued identification badge visually displayed at all times while on U.S. Coast Guard premises. Procedures for obtaining I.D. badges and vehicle stickers shall be addressed at the start of employment. 4.2 As directed by the Contracting Officer, the Contractor may be required to travel to various locations to effectively perform the requirements of this contract. When travel is required, the Contractor will be reimbursed for expenditures in accordance with current Joint Federal Travel Regulations. Invoice package(s) shall include the following travel receipts: letterhead hotel/motel, airfare, rental car, fuel, tolls, parking, taxi, etc. Private Owner Vehicle (POV) mileage shall be provided for all trips. During TDY status, no personal telephone calls will be authorized. Rental cars shall not be refueled at the rental car service center and/or their facility. Failure to comply with the aforementioned will cause delays for payment and the invoice(s) may be returned for correction and/or clarification. 4.3 REQUIRED INSURANCE The Contractor shall procure and maintain insurance during the entire period of performance under this contract, in accordance with FAR 52.228-5, entitled "Insurance - Work on a Government Installation". The following minimum insurance is required: (a) Worker's compensation and Employer's Liability: As required by applicable Federal and State workers' compensation and occupational disease statutes. (b) General liability: Bodily injury liability insurance coverage written on the comprehensive form of policy of at least $200,000 per person and $500,000 per occurrence. (c) Automobile Liability Insurance: Written on the comprehensive form of policy of at least $200,000 per person for bodily injury and $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage. Prior to commencement of work hereunder, the contractor shall furnish to the Contracting Officer a certificate or written statement of the above required insurance. The policies evidencing required insurance shall contain an endorsement to the effect that cancellation or any material change in the policies adversely affecting the interests of the Government shall not be effective until thirty days after written notice has been given and approved by the Contracting Officer. 4.4 DAMAGE TO CONTRACTOR SUPPLIES, MATERIALS, EQUIPMENT AND PROPERTY The Government will not be responsible in any way for damages to the contractor's supplies, materials, equipment and property or to contractor or employees' personal belongings that are caused by fire, weather, theft, accident, or other disaster/misfortune. The term "contractor" includes subcontractors. 4.5 PERSONNEL REQUIRING ACCESS TO GOVERNMENT FACILITY The Contractor shall provide a list of contractor personnel who require access to installation sites during the course of the contract to the Contracting Officer within 10 calendar days after date of award 4.6 IDENTIFICATION CARD/BADGE Every contractor employee shall obtain an Identification Card/Badge (ID Card) from the U.S. Coast Guard not later than 14 calendar days prior to start of work, the contractor shall contact the host's Security Badge Office (252-335-6582) and arrange for security ID cards to be issued to all contractor employees. Each contractor employee shall wear the ID card conspicuously on his/her outer clothing above the waist at all times while working on the installation. Personnel may be challenged and removed from the work area or denied access to the installation if the ID Card is not worn. In the event that a contractor employee loses his/her ID Card, the contractor shall report the lost ID Card to the Contracting Officer and/or the COTR who will arrange for replacement ID Cards. The contractor shall return all government-provided ID Cards to the Government either at the completion of the contract or upon termination of an individual's employment whichever comes first. 4.7 VEHICLE REGISTRATION The contractor shall ensure all contractor-provided vehicles used in performance of this contract and contractor employees' vehicles to be driven on the installation, to include motorcycles, are registered with the U.S. Coast Guard Support Center, Command Security Office, Building 35, in conformance with local procedures in effect at the time of registration. The term "contractor" includes subcontractors. The Government will not permit access to the installation without proper vehicle identification. Evidence of a valid driver's license, vehicle registration card, state safety inspection certification, government-provided ID card, and proof of insurance are required for registration. The contractor shall ensure all installation-issued decals are removed from the vehicles and returned to the installation security office at completion of the contract, termination/completion of employment, or a change in the vehicle used for access to the installation. Motorcycle owners/operators shall comply with all installation requirements. Contractor employees shall maintain insurance on all privately owned vehicles (POV's) brought on the installation property; the contractor shall maintain insurance on all contractor-owned vehicles brought on the installation property and including rental vehicles. 4.8 PARKING AND TRAFFIC CONTROL The contractor and its employees shall abide by installation parking regulations. The term "contractor" includes subcontractors. All vehicles shall be parked in designated parking areas only. The contractor and its employees shall conform to state and federal driving regulations and any applicable Coast Guard regulations. 4.9 SAFETY The contractor shall maintain safety and health standards consistent with all applicable federal, state, local, and OSHA regulations and shall comply with Occupational and Environmental Safety, Fire Prevention, and Health programs. The term "contractor" includes subcontractors. The contractor shall inform employees of the occupational safety and health program with emphasis on their rights and responsibilities. The contractor shall inform employees assigned to new positions or new tasks on the hazards of the new tasks prior to performing the tasks to enable them to perform the work in a safe and healthful manner. The contractor shall meet or exceed the information/training requirements of the OSHA standard applicable to the hazard or task and shall repeat them periodically as needed to meet OSHA requirements or to reduce risk to employees. The contractor shall submit to the Contracting Officer or designee a copy of any accident report within three (3) business days of any accidents. 4.10 COMPLIANCE WITH LOCAL REGULATIONS, INSTRUCTIONS, DIRECTIVES Contractor personnel shall comply with all local base regulations, instructions, directives, orders and special procedures as promulgated by the Commanding Officer, U.S Coast Guard ALC, Elizabeth City, NC. 5. GOVERNMENT REQUIREMENTS 5.1 The Government will provide the required workspace, hardware, software, manuals and computer-related equipment necessary to accomplish the tasks for personnel assigned In addition, the Government may provide access to the internet and Coast Guard Intranet if the tasking so requires. The Contractor shall use this property and Internet/Intranet access in the performance of this contract only. The contractor must possess proficient Internet skills. 5.1-1 Contractor access will be terminated for unauthorized use. The contractor agrees to hold the Coast Guard harmless and the contractor will not request additional time or money under the contract resulting from unauthorized use. 6. MONTHLY STATUS REPORT The contractor shall provide a monthly progress report by the 15th of each month. The report shall detail the previous month's accomplishments, plans for the next month and shall include, but not be limited to, the information contained in Section 3. 6.1 REQUIRED INSURANCE The Contractor shall procure and maintain insurance during the entire period of performance under this contract, in accordance with FAR 52.228-5, entitled "Insurance - Work on a Government Installation".
