Description
Synopsis The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), Eatontown, NJ 07724, intends to procure software development services to develop a novel use of software in a test environment to demonstrate a functional prototype that efficiently screens and triages pre-surgical patients based on anesthetic risk. This effort is intended to be sole source to MedSleuth, Inc, 1080 Chestnut St. 11A, San Francisco, CA 94109-1207, although all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Submissions must be made within 14 days of this announcement. The Government anticipates award on or before 30 September 2009. The solicitation will be issued as a request for quote (RFQ) from the VA TAC, and the number assigned to it will be VA-118-09-RQ-0027. The proposed action is for a 12 month, Firm-Fixed Price type contract. The place of performance shall be split between that VA Tennessee Valley Health System (TVHS) and the contractor's facility. The requirement is for the development of a web-based program that can generate a comprehensive medical history for pre-surgical patients. Based on the user's medication profile, this system will generate a highly patient-specific questionnaire that highlights key components of the patient's medical history. Using branch-chain logic, this system will generate successive questions based on previous responses. The system will have a pharmacopeia of over 5000 medications. The patient will be able to accurately and efficiently relay their entire medical history without the costly involvement of a healthcare provider or a visit to the pre-anesthesia evaluation clinic. This system will have a bidirectional interface with the Computerized Patient Recording System (CPRS) such that there is an interface with the pharmacy package, laboratory data, radiology and cardiopulmonary testing. Other commercially available anesthesia record keeping systems were evaluated but each of these systems is a form that has to be completed by the provider. These questionnaires are not medication driven but disease based and do not have an interface with CPRS. The form is sent to the patient record as a PDF but does not integrate with the preanesthesia evaluation for or surgical history and physical exam.
