Description
The Program Support Center (PSC), Strategic Acquisition Services (SAS), on behalf of the Substance Abuse and Mental Health Services Administration (SAMHSA), intends to award a 12 month sole source contract using simplified acquisition procedures to Northern Arapaho. The basis for this requirement is Federal Acquisition Regulation (FAR) Part 13. Purpose/Objective: The purpose of this acquisition is for the tribe participating in this U.S. Department of Health and Human Services, Indian Country Methamphetamine Initiative to partner with SAMHSA to increase the number of American Indians (AI) and Alaskan Natives (AN) who know their HIV/AIDS status through increased HIV/AIDS testing and to increase the number of individuals who know how HIV/AIDS is transmitted and/or how to prevent contracting HIV/AIDS through prevention education. The objectives of this project are as follows: •Reduce the stigma associated with HIV/AIDS through the development of a public awareness initiative. •Increase the number of individuals who know their HIV/AIDS status. •Increase the number of individuals who know how HIV/AIDS is transmitted and/or how to prevent contracting HIV/AIDS. The Northern Arapaho Tribe is the only entity that can implement the Indian Country Meth Initiative on their Tribal land and receive funding for this tribe. Therefore, SAMHSA is partnering directly with the Tribe to implement this Methamphetamine Initiative. The Government knows of no other potential organizations that possess the skills and resources to perform the tasks within budget (less than $100,000) and within the required timeframe. This simplified acquisition is for services for which the Government intends to negotiate with only one source. Interested concerns may identify their interest in and capability to satisfy the requirement within 5 days after the date of publication of this notice. Capability statements may be submitted to Tia Gatling in Room 5-101, Parklawn Building, 5600 Fishers Lane, Rockville, MD 20857 or via email at Tia.Gatling@psc.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
