- This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number W911RZ-09-T-0419 in accordance with FAR Parts 12 & 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-36. The North American Industrial Classification System (NAICS) number is 332999 and the business size standard is 500 employees. This is a 100% small business set aside. LINE ITEM/DESCRIPTION: CLIN 0001: Modular Live Fire Shoot House (1 x EA) Fort Carson, CO has a requirement for a contractor to provide and install a modular live fire shoot house (LFSH) facility. All equipment installed under this requirement will be used for live fire/non live fire training conducted day and night and under all weather conditions. (See attachment for specifications). CLIN 0002: Modular Live Fire Shoot House Training (1 x EA) The contractor train up to five range personnel on all aspects of the live fire shoot house. The training shall include but is not limited to the following: Shoot house wall inspection and placement, site preparation when moving the shoot house to a new site; assembling and disassembling the shoot house, adding and removing breach doors; and what types of lifting/moving vehicles should be used in transporting the pieces of the shoot house or the shoot house as a whole and general maintenance and repair procedures. Delivery is required 30 Days after Receipt of Order These products must comply with the Buy American Act (100% manufactured in the USA; and at least 51% of the cost of materials made, fabricated, purchased must be MADE IN THE USA.) In addition, in accordance with FAR Part 19.001, these products must be compliant with the nonmanufacturer rule, which requires: that a contractor under a small business set-aside or 8(a) contract shall be a small business under the applicable size standard and shall provide either its own product or that of another domestic small business manufacturing or processing concern (see 13 CFR 121.406).
