- MODULAR CONTRACT WRITING SYSTEM REQUEST FOR INFORMATION (RFI) Currently, Department of Navy contracting personnel use various products to write contracts, purchase orders, delivery orders and modifications; examples include legacy systems, SPS, Word, Excel, and Adobe Acrobat. The Government is interested in learning what enterprise level service-oriented architecture (SOA) contract writing systems are available in the commercial market place. Information provided should be on commercial off the shelf (COTS) products. Interested vendors are encouraged to review the attached technical characteristic sheet that provides a high level summary of the Government's requirements. It is requested that those interested submit a narrative, not to exceed ten (10) pages, detailing how their product meets the general characteristics noted. Marketing brochures are acceptable but should be limited to only those that provide sufficient technical product details. No otherinformation submitted will be used for purposes other than this RFI. Submissions should be in Microsoft Office 2003 or Adobe Acrobat 8 file format and sent electronically to the POC for this effort, Mr. Chris Seier, NAVICP Code0271.A9, chris.seier@navy.mil. All information provided will be considered Government proprietary, business sensitive, and not be released. A response by 28 September 2009 is requested. This is a Request for Information only. Questions will not be entertained at this point. The information gathered will be used in developing a more specific acquisition plan. The final method of procurement will be determined if this market research validates that commercial products can support the requirement.
