Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number W912EE-09-T-0046 is being issued as Request for Quotation (RFQ) with the intent to award as a simplified acquisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-36. This procurement is 100% set-aside for Small Business. The NIACS Code for this procurement is 333315, SIC Code is 3861 with a Size Standard of 500 employees. The USACE, Vicksburg District has a requirement for Pipe Inspection Video Equipment. This procurement may be quoted as follows: Line Item 00001 Supplies/Services: Furnish and Deliver Pipe Inspection Video System and Accessories, Quantity= 1, Unit: Lump Sum. Lump Sum Price:$____________. SCOPE OF REQUIREMENT: The requirement defined by this specification consists of furnishing and delivering a commercially available pipe inspection video system with accessories. Equipment shall be compatible and interchangeable with existing equipment. Existing equipment is the product of RS Technical Services, Inc. Tractor is a Model 36-2000 with OMNI Series camera mounted. Model 20-1000 mainline controller attaches to a Model 11-1252 compact portable reel. System must be compatible and interchangeable with existing equipment. Provide submittals for replacement equipment with assurances the new system is compatible with the existing system. New equipment shall come with zoom camera and the smallest mainline control system available with digital video recorder, 15 to 16 flat screen monitor, text and footage overlay and a built-in audio recorder. Cable reel shall come with 500 ft. of cable. Tractor shall be similar or equal to a 032-02500-03 Transtar Transport single conductor, 6 pin tractor. Tractor shall come with a full array of wheel assemblies suitable for pipe inspection. Camera shall be capable of performing in water up to 100 psi of pressure and maintain a 340 degree rotation from an articulating head. Lighting is supplied through the camera and mounted on the head next to the lens. Delivery shall be to: U.S. Army Corps of Engineers District, Vicksburg 4155 East Clay Street Vicksburg, MS. 39183 ATTN: Camille Gray CEMVK-OD-M Room #230, 601-631-5260 MATERIALS AND SERVICES TO BE FURNISHED BY THE CONTRACTOR: The contractor shall provide all necessary cables and power cords for all equipment supplied. Provide all O&M Manuals for each piece of equipment supplied. QUALITY CONTROL: The contractor shall be responsible for all inspections and conformance to the requirements of these specification and contract requirements. The contractor shall be responsible to verify field measurements prior to purchasing any equipment. MISCELLANEOUS/GENERAL REQUIREMENTS: Acceptance shall be at delivery. The supplier shall notify the purchasing agent, Camille Gray at her office in Vicksburg, MS Corps headquarters two days before the expected arrival so Gov. Representative can make arrangements for acceptance. Phone 601.631.5260. Shipment: This solicitation request submission of offers on which the price has been determined on a basis of shipment and delivery F.O.B. destination. Offers submitted on any basis of shipment and delivery other than F.O.B. destination will be rejected as nonresponsive. Shipment and delivery shall be made to the point of contact in paragraph 8 above. The Contractor shall furnish packing (well crated to prevent physical damage) with delivered items. Operation and Maintenance manuals: The installation, operation, maintenance, lubrication, and repair manuals shall contain complete information required for the installation, operation, lubrication, adjustment, routine and/or special maintenance, wiring diagrams, electrical components layout, disassembly, repair, and reassembly of the equipment furnished. WARRANTY The Contractor shall furnish the Government, under separate cover, the manufacturers standard commercial warranty for the equipment. Evaluation of Offers: All quotes submitted will be evaluated for technical compatibility and interchangeability with existing equipment. The government will issue award to the supplier whose quote is the lowest price of those determined to meet at least the minimum requirements for compatibility and interchangeability with existing equipment as listed in the scope of work. Submittals; the contractor shall submit information verifying that the product will meet the requirements of this solicitation. The lack of sufficient information required could cause for the rejection of the quotation. The contractor shall provide sufficient documentation and assurances that the system is compatible and interchangeable with existing system. The government intends to make a single award for one lump sum including the entire Video Pipe Inspection Camera and All Accessories listed in the solicitation. Offers for less than the required items will not be accepted. The Government intends to award without discussions (while reserving the right to hold discussions if determined advantageous to the Government), and offerors are encouraged to provide their best proposed pricing in their initial offer. Quotes/offers may be submitted electronically via email, providing that they are complete and provide all required information.
