- UNICOR intends to enter into a 5 year firm fixed price requirements, type contract with an economic price adjustment every 12 months for Powder Paint to be used in the UNICOR's Furniture, Metals and Fleet Program for FCI El Reno, OK, FCI Milan, MI, FCI Terminal, CA, FCI Bastrop, TX, FCI Three River, TX and FCI LaTuna, TX. Solicitation number is FN1297-09 and this solicitation is issued as a Request For Proposal (RFP). Delivery date requested is 7 Calendar days. Variation in quantity +/-10%. Offerors are advised that the Government intends to evaluate offers and award on an all or none basis. Offerors shall submit signed and dated offers to UNICOR, Federal Prison Industries, 4002 Arkona Road, Milan, MI 48160. ATTN: Nancy Keeler, Contract Specialist, Phone: (734) 439-1511 Ext 3372 via FedEx or UPS. If sending offers via United States Postal Service please send to UNICOR Federal Prison Industries, PO Box 502, Milan, MI 48160 Attn: Nancy Keeler, Contract Specialist. The offer must have the Solicitation number and offer closing date displayed on the outside of the envelope. All offerors must complete the Business Management questionnaire in Section L of solicitation document with a minimum of three references. References must be for same or similar items. All Offerors must complete the ACH form and the CCR Registration, which can be found on UNICOR's webpage at www.unicor.gov. For the ACH form click on business commercial opportunities, navigate to, procurement forms and click on ACH form and print. For CCR Registration scroll down the page to Central Contractor Registration and complete internet based form. Fax proposals are accepted at 734-439-8759, Attn: Nancy Keeler, Contract Specialist, the fax cover sheet shall reference the solicitation number and offer closing date and time. Offerors submitting fax proposals shall send the original proposal to the above address within two (2) business days of sending fax proposal. All Offerors must acknowledgments if any. Offers received after the exact time and date specified will not be considered. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer represents the best value to the government. The following factors shall be used to evaluate proposals: Past Performance, Specification, Technical Evaluation and price. A written notice of award or acceptance of an offer will be mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. The solicitation will be available on Fedbizops at www.fbo.gov on or about September 11, 2009. No copies of the solicitation will be mailed. All responsible offerors may submit a proposal which will be considered.
