- Justification for other than full and open competition to limit competition for a PEPFAR Coordinator position in Swaziland. This is a Personal Services Contract for a PEPFAR Program Coordinator in Swaziland. The PEPFAR Program Coordinator is an inter-Agency position and the primary point of contact coordinating activities and playing a critical role in the planning, implementing, and reporting of program performance of inter-agency HIV/AIDS programs in Swaziland. The Coordinator reports directly to the Chief of Mission [US Ambassador ] who heads the in-country PEPFAR program. A Justification for Other than Full and Open Competition pursuant to the authroities under the Action Memo "Expedited Acquisition and Assistance Procedures for USAID Activities and Programs Related to the Prevention, Care, and Treatment of HIV/AIDS" was signed by the Contracting Officer on March 24, 2009 to allow limited competition among five sources jointly identified by USAID/Southern Africa and the Swaziland PEPFAR Team. The sources were identified based on their knowledge of PEPFAR policies and procedures as well as PEPFAR Coordination experience which was required to function effectively and without need to detailed orientation.
