- The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Atlantic Oceanographic & Meteorological Laboratory (AMOL) located in Miami, Florida, intend to purchase a 300 KHz Lowered Acoustic Doppler Current Profiler (LADCP) instrument that will be used in tandem with existing LADCP equipment manufactured by Teledyne RD Instruments. This instrument will routinely be pressure cycled to 6000m depths and must be designed to work under these conditions without adversely affecting data collection. Background: NOAA/AMOL/PhOP on its hydrographic cruises uses two (2) Lowered Acoustic Doppler Current Profiles (LADCP) mounted on a rosette with a CTD. These LADCPs used in a dual configuration mode, measure vertical profiles of the horizontal velocity components from near the ocean surface to near the bottom. The observations provide absolute velocity estimates including the ageostrophic component of the flow. The LADCP units used are a broadband, self-contained 300 kHz instruments manufactured by Teledyne RD Instruments (RDI). The data from this configuration is outputted via a star cable up a sea-cable to a PC. Teledyne RD Instruments (RDI) is the only known provider of LADCP equipment that can be integrated into a dual LADCP configuration utilized by NOAA/AMOL/PhOD during full-ocean depth profiling (two units together in tandem, collections a common data set). Additionally, the broadband signal processing technology that (RDI) holds the patent on, enables their LADCP instruments to perform significantly better than other instruments that do not use broadband signal processing. The RDI ADCP also uses four acoustic transducers (other manufacturers typically use three). The fourth transducer provides a means for quality control of the collected data. This is especially important in current profiling applications. Any instrument purchased must be able to run RDI 52xx firmware and output data in a format that is compatible with custom processing software used at AOML (identical to the RDI format). The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source. Interest parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive responses. However, all responses received within 10 calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
