Description
This is notice of the Government's intent to negotiate a sole source award with Impact Applications, Inc. 100 Technology Drive, Suite 200, Pittsburgh, PA 15219, under the authority of 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, for an internet based neurocognitive testing program. The contractor identified is the only known source and authorized provider of the ImPACT Test. The goal of the program is to provide access to an existing internet based computer neurocognitive test that can be used to evaluate USASOC soldiers who sustain head injuries. USASOC soldiers are at risk for head injuries from combat and training. The Assistant Secretary of Defense (Health Affairs) directed that all soldiers will receive baseline pre-deployment neurocognitive testing. This program will provide USASOC medical Officers with access to an existing internet based neurocognitive test that will be available for baseline and post-injury follow-up exams. The anticipated period of performance for the resultant award will be a base year with four (4) one-year options. This is not a competitive solicitation and quotes are not being requested. Any other responsible source capable of meeting the requirement may submit technical, delivery, pricing, and past performance data sufficient to determine capability. However, the determination to compete or not to compete this requirement is solely at the discretion of the Government. To be considered, any such documentation must be received NLT 18 September 2009, 2:00PM EST. Only electronic submissions will be accepted and no extensions will be granted. The Government will not pay for any information submitted. All respondents must be registered in the Central Contractor Registration (CCR), and have a valid DUNS number, Cage Code, and Tax Identification Number. Interested organizations may submit information for consideration of their capabilities and qualifications to Ms. Umetria Thomas at umetria.thomas@soc.mil.
