Description
This is a combined synopsis/solicitation for the purchase of Law Enforcement Emergency Supplies in accordance with the Federal Acquisition Regulations (FAR) Part 12.6 as supplemented with additional information included in this announcement for the Department of the Interior (DOI), Bureau of Indian Affairs (BIA), Western Regional Office (WRO). The DOI/BIA/WRO has a requirement for the purchase of Emergency Supplies for the Bureau of Indian Affairs, Office of Justice Services located in Keams Canyon, Arizona. This notice is hereby issued as RFQ No. RMH00090066. This constitutes the only Request for Quote (RFQ) that will be issued and a separate RFQ will not be issued. All responsible sources are encouraged to submit a quote. Quotes shall be submitted to Santiago Almaraz, 400 N. 5th Street, Phoenix, Arizona 85004 or emailed to santiago.almaraz@bia.gov by the close of business, 4:30Pm Local Time, on Friday, September 18, 2009. This is a 100% set-aside for Total Small Business concerns. The NAICS code for this acquisition is 423120. The Department of the Interior, Bureau of Indian Affairs is seeking the following emergency supplies. All supplies proposed must meet specifications identified below. All offerors must deliver within 30 days or less of order confirmation. Delivery timeframes should be included in your quote. Quotes/offers must be valid for a minimum of 30 days. SUBMITTALS: All quotes submitted shall include an itemized list of identified supplies with detailed description and manufacturer. 1.) Part No. 76514 - Streamlight Polystinger Rechargeable flashlight, black, includes one AC/DC Charger, charger cord, and mounting hardware for vehicle placement, Quantity: 20 EACH; 2.) Part No. B417T - Amerex Corporation, 2.5 lb. Fire Extinguisher, Red, Quantity: 15 EACH; 3.) Part No. SF3036 - 30 Minute flare, non-spiked (Case of 36), Quantity: 20 CASES; 4.) Part No. TC18R - 18" Orange Traffic Cone w/ 6" reflective tape, Quantity: 48 EACH; 5.) Part No. FA21624 - Deluxe First Aid Responder Kit, Quantity: 15 EACH; NOTE: Identified items above are to be utilized/stored within a law enforcement patrol car. CONTRACT CLAUSES:This notice hereby issued as RFQ No. RMH00090066. This RFQ will be conducted as a commercial item acquisition in accordance with FAR Part 12. The following provisions and clauses are incorporated and in effect through Federal Acquisition Circular (FAC) 2005-26. The FAR clauses and provisions are incorporated into this acquisition shall be: 52.212-1 Instructions to Offerors - Commercial Items (June 2008); 52.212-3 Offeror Representations and Certifications - Commercial Items (June 2008); 52.212-4 Contract Terms and Conditions - Commercial Items (Feb 2007); 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (June 2008), which incorporates the following Clauses:; 52.219-6 Notice of Total Small Business Set-Aside; 52.222-3 Convict Labor; 52.222-26 Equal Opportunity; 52.225-1 Buy American Act-Supplies; 52.225-13 Restrictions on Certain Foreign Purchases; 52.232-33 Payment by Electronic Funds Transfer - Central Contractor Registraiton. FAR clauses are available on the Internet Website http:www.arnet.gov/far. DOI/BIA/Western Regional Office requires that all contractors doing business with the Government are required to be registered with the Central Contractor Registry (CCR) and the On-line Representations and Certifications Applications (ORCA). In order to register with the CCR and ORCA and become eligible to receive an award, all Offerors must possess a Duns and Bradstreet Number.
