Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Naval Special Warfare Center - West intends to issue a Request for Quotation (RFQ) No. H92240-09-T-0035 for the award of Firm Fixed Price (FFP) contract to provide approximately 175-300 five gallon bottle water per week to The Naval Special Warfare Center. The water shall be placed in racks, up a ramp and placed neatly under the warehouse canopy (located behind Bldg 638). Delivery quantities and times are to be coordinated with the supply office no later than 24 hrs before delivery. Removal and replacement of bottles required. Water requested will vary per week due to training exercises. Contractor shall be accessible to command needs. The period of performance is two years. This is a full and open competition, anticipated to result in the award of a single contract. The NAICS code for this procurement is 312112 Size Standard 500 employees. A Bidders Mailing List will not be established and hard copies of documents will not be provided. The solicitation will only be available electronically on the FEDBIZOPPS. Any amendments, when issued, will also be available only on this web site. Matters posted on the web site are not terms of the solicitation unless the solicitation is written or amended to include such matters. Date(s) and place(s) of delivery and acceptance and FOB point. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items, is used, and the specific evaluation criteria are included in paragraph (a) of that provision. The provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, must be included and returned with your quote. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items (Deviation), applies to this acquisition and the additional FAR clauses cited in the clause are applicable to this acquisition. Any additional contract requirement(s) or terms and conditions determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices. Section SF 1449 - CONTINUATION SHEET STATEMENT OF WORK Water at the NSWC is absolutely essential for Basic Underwater Demolition School (BUD/S). BUD/S is the basic course that develops the Navy SEAL warrior. The very nature of the course requires extreme physical exertion; because of this strenuous training environment water is essential in preventing heat stroke among other disqualifying medical conditions. In an effort to output more SEAL(s) as required by the Global War on Terror it is absolutely essential that the Navy maintain a safe training environment and prevent medical disqualifications brought on by heat and lack of hydration. The vendor will provide approximately 175-300 five gallon bottle water per week to The Naval Special Warfare Center, Bldg: 638. The contractor shall place water in racks, move the racks up a ramp and place them neatly and in an orderly fashion under the warehouse canopy (located behind Bldg 638). Quantities and delivery times are to be coordinated with SK2 Salas at 619-537-2165 or Ricardo Guzman at 619-537-2167 no later than 24hrs before delivery. Removal and replacement of bottles is required to be done by the vendor. Water requested will vary per week due to training exercises. Contractor shall be accessible to command needs and must be able to respond within 2 hours in emergencies. The water is required for immediate dispersal as of 01 October 2010. AVAILABILITY OF FUNDS Funding provided herein is subject to the Availability of Funds Clause of this contract, FAR Clause 52.232-18 (Apr 1984). In the event of a Continuing Resolution Act for Fiscal Year 2010 funds provided herein are releasable only for the amount of time covered by the enacted Continuing Resolution and will be increased in proportion to the amount of time covered by any additional Continuing Resolution passed by Congress. Funding becomes fully available upon passage of the FY10 Appropriations Act.
