Description
The Department of Veterans Affairs, VA Boston Healthcare System, intends to negotiate a sole source contract under Simplified Acquisition Procedures and the authority of FAR Part 6.302-1, only one responsible source to the Naval Postgraduate School for Demographic and Deployment Data. The Naval Postgraduate School (NPS) will provide analytic files of the deployment, service component and other demographic and service information for all military personnel who have separated from the military from 2000 to the current time and for active duty personnel who were deployed but have not separated from the military. The NPS analyst will provide consultation about the goodness of the data, act as intermediary between the other project personnel and the Defense Manpower Data Center (DMDC) which manages the DOD data and participate as defense economist and econometrician in all analyses using these datasets. There is no other known source that can provide the specific requirements of this project. The project requires a unique dataset from the Department of Defense. The dataset combines data from all of the services and resides at the DMDC, which is physically located at the NPS. NPS has substantive knowledge of defense research and has worked with the DMDC concerning the data that would be used for this project. A firm fixed price contract with two option years is anticipated and shall be awarded. It is the Governments belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Governments intention to solicit and negotiate only with this source. This is not a request for proposal. However, companies that can provide an equal service must submit their technical capabilities to include specifications of their services, pass performance information, price and substantive knowledge of defense research. This information will be reviewed by the Government technical representatives for consideration for future requirements. Email statements are preferred. Statements are due no later than September 18, 2009. Phone inquiries will not be accepted. This is not a solicitation; it is a Notice of Intent to Sole Source requirement.
