- Justification for other than Full and Open Competition 1. Requesting Agency: Engineering Service (138), Central Texas Veterans Health Care System, 1901 S. 1st Street, Temple, Tx 76504 2. Contracting Agency: Central Texas Veterans Healthcare System, 1901 S. Veterans Memorial Drive, Temple, TX 76504 3. Description of Action: Diagnostic support and remediation of in adequate power supply to the main computer room in building 162. Vendor to re-feed computer room with a new 450 amp electrical service. 4. Description of the Service: Existing electrical service to the main computer room failed and could not be repaired in a manner that would adequately supply the computer room with the necessary electricity to function properly. This service will supply the computer room with a new electrical service that will maintain the level of service needed for the computer room to inturn provide the level of service for which is expected. The estimated dollar value is $47, 466.45 5. Authority Cited: FAR 6.302-2 Usual and Compelling Urgency or FAR 6.302-1 only one responsible source and no other supply will satisfy the Agency requirement. 6. Reason for Authority Cited: The equipment in the computer room is essential to the day to day operations of the medical care provided to the veterans. (i) What harm will come to the Government if desired supplies/services are not provided on time? The harm will be the inability of the hospital to provide its primary mission of medical care without the support of the computer system. 7. Efforts to Obtain Competition: No effort was made to obtain competition. Sabre electric co. had recently completed a study of the computer rooms uninterruptable power system (UPS) and as such had some familiarity with the electrical service that was not working. 8. A determination by the Contracting Officer of Fair and Reasonable: Based on the foregoing conclusion, I hereby approve the above requirement services on other than full and open competition basis and urgent and compelling. Pursuant to authority of 10 U.S.C. 2304 ( c ) (2), subject to availability of funds, and provided that the services herein described have otherwise been authorized for acquisition. I hereby determine that the anticipated cost for this contract will be determined to be fair and reasonable, derived from comparison to the independent government estimate. 9. Market Survey: None. 10. Any other factors supporting the use of other than full and open competition and urgent and compelling: N/A 11. Interested Sources: No other authorized sources are available to meet the demands of the current request. 12. Requirement: I certify that the supporting data, including the statement of the Governments minimum needs and other rationale for the other than full and open competition and urgent and compelling is complete and accurate to the best of my knowledge.
