Design/Build for P-282, Consolidated Sub Component Facility (PH1), Portsmouth Naval Shipyard, Kittery, MainePlace of performance: Portsmouth Naval Shipyard, Kittery, MaineIssued by: NAVAL FACILITIES ENGINEERING COMMAND, MID-ATLANTIC, ACQUISITIONS DEPARTMENT, 9742 MARYLAND AVENUE, NORFOLK, VIRGINIA 23511-3095This procurement is a Two Phase Best Value Source Selection solicitation for the Design/Build of a one story, high bay steel framed addition with pitched metal standing seam roof and insulation set on a reinforced concrete floor slab and foundations.This project is an addition to the existing receiving and storage Bldg 170. This project will construct a modern, state-of-the-art, submarine component facility that will enhance the Navy's ability to receive, inspect, and distribute submarine components worldwide in support of the fleetProject Description:The contractor shall provide all labor, supervision, materials, equipment, tools, parts, supplies and transportation to perform all work described in the specifications.Contractor will design and construct a one story, high bay steel framed addition with pitched metal standing seam roof and insulation set on a reinforced concrete floor slab and foundations. This construction also includes utility services, fire suppression, alarm and security systems, loading dock equipment, staging areas and scale. This 4,027 square meter (43,346 SF) addition to Bldg 170 will consolidate storage of submarine components from other facilities.The estimated Contract Completion for the project with all options is 440 days from Notice to Proceed.Bid Item 0001 (Base Bid) is to provide an addition to the existing receiving and storage Bldg 170The contract to budget amount for this project including Bid Item 0001 (Base Bid) is estimated $8,647,000.00. The Phase 1 written technical proposal will address Corporate Experience, Past Performance, and Safety. The Phase I evaluation will result in a determination of the most highly qualified Offerors. These Offerors will be requested to submit a Phase II proposal. A maximum of five (5) Offerors will be selected to submit Phase II proposals (please ensure the numbers of offerors advanced is stated in the SSP as well). The proposal due date for Phase II of the solicitation will be established by amendment after completion of Phase I. The technical evaluation ratings from Phase I will carry over to Phase II for an overall rating of technical factors. Phase II of the solicitation shall be comprised of (pick out the factors from the source selection plan), and price, which will be evaluated in accordance with FAR Part 15.3, Phase II proposalswill be evaluated based on all technical factors (Factors 1-4) and price factor. All technical factors are of equal importance. Technical sub factors within technical factors 1, 2, 3, and 4 are of equal importance. Technical is approximately equal to price, The basis of award for this procurement shall be based on price and technical merits, which together, constitute a best value to the Government; however, not necessarily the lowest price. The objective is selection of a contractor whose overall proposal demonstrates the best value to the Government based on specified criteria.Phase I Request for Proposal (RFP) will be issued on or about 23 November 2009. The tentative date/time for submission of proposals is 23 December 2009, 2:00 PM (EST).
