- Description
- The United States Department of Agriculture (USDA) National Agricultural Library (NAL) intends to issue a sole source award for access, via the internet, to Wiley-Blackwell electronic journals, electronic journal back files and electronic books. This requirement also includes bibliographic metadata and perpetual data rights to the subscribed-to content. The period of performance will be one year plus four option years. The journal service is for use by USDA employees, contractors, authorized public on-site users, cooperators and volunteers working on behalf of USDA and acting within the scope of their relationship with USDA. Authorized users also have the right to use content for ordinary business, scholarly and educational purposes of the Government, including but not limited to viewing, printing, saving, reusing and disseminating content. The Government believes that only one responsible source, Wiley Interscience, can satisfy USDA’s requirements. Interested parties may submit an offer for consideration by no later than 5:00 pm, EST on September 18, 2009. Quotes/Offers received after the specified due date and time will not be considered for award. Capability must include the provision of perpetual data rights to journal content. If no affirmative responses are received by the close of this notice for determination of qualification, an award will be issued to Wiley Interscience. The determination to open this action for competition is solely at the discretion of the Contracting Officer.
