Description
The VA Southern Nevada Health Care System (VASNHS) with facilities located in Las Vegas, NV intends to award a contract for an Outreach Clinic services to provide Primary Care and Mental Health Services needed for veterans in the Laughlin, Nevada and Bullhead City, Arizona communities. Contract will include a base plus four option years. A Pre-Bid Conference was conducted on September 9, 2009 at 10:00 AM. Questions regarding the solicitation were received via e-mail by the Contracting Officer. Please see the questions below and Answers from the Government. Award of this solicitation is subject to the availability of funds. Applicable NAICS code is 621498, All Other Outpatient Care Centers. 1.Q: By calling for a single PMPM rate for primary care and mental health services, VA risks paying for mental health services that may not be rendered. Would the VA consider a separate line item for mental health services?A: The VA does not consider this a major risk because the VA does state in the solicitation that an estimated 10% of the patient population will need mental health services. 2.Q: The RFP states "The Contractor may sub-contract imaging/radiology services to a third party or they may provide the services with the contractor's outpatient clinic" (pg 23.1). For clear accountability, and so the contractor is not required to price contingencies into its PMPM price and VA pays only for services provided, will VA consider allowing these services to be separately and distinctly priced? If that approach is not possible, we request VA provide the estimated volume, based on past history, of MRIs, CT scans, etc., expected for this population of veterans so that we may most effectively price these services in a way that minimizes risk of overpayment by VA. A: The VA does not consider imaging/radiology a contingency factor. It considers radiology a clinical support function and would give an estimate that the quantity would be the usual and customary amount to any similar patient population. 3.Q: In reference to RFP section E.2 Evaluation - Commercial Items, Addendum to 52.212.2 Proposal Submission Instructions, pg. 118 of 137: It states that both the Technical and Price Proposals shall be emailed to the Contracting Officer, in addition to the hard copy requirements for each proposal. What is the file size restriction for emails (i.e., 5MG, 10MG) and can the files be submitted in Adobe PDF format and zipped, if necessary?A: The VA shall accept Adobe PDF or zipped files. (10MG is the maximum) or individual files one at a time.4.Q: In reference to RFP section E.2 Evaluation - Commercial Items, Addendum to 52.212.2 Proposal Submission Instructions, pg. 118 of 137: It states, "Both Technical and Price Proposals shall be mailed to the address below no later than September 23, 2009, 2:30pm Pacific Standard Time." Is it correct to assume that the hardcopies of both the Technical and Price Proposal only need to be mailed with the postal mark stating "September 23, 2009" OR do the hardcopies need to be received by the government at the instructed Las Vegas location by September 23, 2009?A: The hardcopies of both the technical and the price proposals shall be RECEIVED by 2:30pm on September 23, 2009 in the Las Vegas, NV location stated in the solicitation. 5.Q: Please clarify (Page 71, subparagraph ) "I. Background Investigations of Contractor and subcontractor(s) personnel have been approved." This contractor interprets "approved" to mean that LETA has sent an auto-generated e-mail to the contractor stating that "We show that background investigation request on the individual listed below has been completed and the case has been initiated by the Security Investigations Center. When the case is completed, all adjudicative paperwork will be returned to the requesting office. You can provide this email to the Station ISO as proof the investigation has been initiated." Once "approved" the employee commences providing services at the CBOC. Please confirm that this is the correct interpretation.A: The Contractor's employee may begin providing services at a minimum when Human Resources receives a favorable Special Agreement Check (SAC).6.Q: Since the VA is supplying all PCs, printers, software, etc, we assume this includes MS Outlook and secure VA approved encryption technology as well as antivirus and firewall software, as referenced in section 5, Information Security and Encryption Requirements section 1, pages 57 & 58. A: Yes, the VA shall provide all software needed.7.Q: The RFP states that the VASNHS IT shall provide all circuits and telephone lines for the operation of the clinic as deemed necessary and required by VASNHS IT. Does this include the actual telephones?A: Yes VA shall provide actual telephones as well.8.Q: Will special/favorable consideration be given for proposals within the Laughlin, NV city limits?A: No
