- Here are the Questions and Answers: 1. We will be submitting a proposal and would like a bit of clarification re, ?All Indian owned companies shall complete a Buy Indian Certification, which shall be provided by the Contracting Officer to the company, prior to award.? Is the Buy Indian Certificate meant to be included in the proposal? The certification form is available by request. 2. Does the certification form count in the 20 pages of the proposal? No. You may submit 20 pages plus the certification. 3. I do not see food and beverage listed as an allowable expense. At our trainings we often try to provide a simple continental breakfast in the morning for the purposes of networking and coffee/water/soda throughout the day with a simple refreshment in the afternoon to keep participants alert and nourished. Is this an allowable expense? Under 5 USC 4109, food is an allowable expense only if the food is necessary in order for the employees to obtain the full benefit of the training. Therefore, the food and beverages would not be an allowable expense.
