Description
The U.S. Office of Personnel Management intends to negotiate a sole source contract with Thomas Reuters to renew its contract for on-line computer assisted legal research services. The minimum functional characteristics required by the Government include unlimited use of Westlaw databases; Westlaw standard databases (e.g. case law, statutes, law reviews, index to legal periodicals); combination databases; highlights databases (e.g. news releases); basic databases (e.g. West Legal Directory); premium databases (e.g. texts, journals, and law reviews); Allfile databases (e.g. ALLFEDS, ALLSTATES, Attorney General Opinions (all Federal and State decisions)); super Allfile databases (e.g. ALL CASES, state & federal cases combined, circuit cases); specialty databases (e.g. bill tracking, public utilities reports, CQ, legal resource index); Westnews databases (features Dow Jones Interactive, access to business publications, newspapers, and periodicals); multi-search databases; unlimited KeyCite; unlimited natural language searches (ability to key in a question in plain English); unlimited terms and connectors searches (search method using Boolean search logic); unlimited use of key number searches; unlimited images; unlimited alert services (WestClip & KeyCite Alert); unlimited offline printing and downloading (including dual-column printing); unlimited WestCheck use (automated offline citation checking); unlimited number of Office of General Counsel users; Westlaw software; on-site training; premier databases (American Law Reports and American Jurisprudence 2d (AMJUR) databases. The resulting award will be a fixed price. Negotiations will be conducted using other than full and open competition procedures pursuant to the authority of FAR 6.302-1(a)(2). Interested vendors may identify their interest and capability to respond to the requirement or submit proposals. All interested vendors are encouraged to provide information on their capabilities to meet this requirement. In order to be considered a potential source, interested vendors must submit clear and convincing documentation demonstrating its capabilities to satisfy the requirement specified above and advantages of the Government to consider another source. The documentation shall include prices and descriptive literature containing significant technical documentation to establish a bona fide capability to meet this requirement. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this synopsis, the contracting officer may determine that a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to Thomas Reuters and all firms that respond to this synopsis. If no affirmative written response is received within 7 calendar days after publication of this synopsis that a comparable source is available, a contract will be issued to Thomas Reuters for the requirement described above.
