- PASW (SPSS)/Clementine has been used for several years throughout the IRS, especially in many of its research functions. The product names have changed, Clementine is now known as PASW Modeler and SPSS is now PASW Statistics. Clementine is ‘data mining’ software. For example, within the context of Criminal Investigations (CI) Electronic Fraud Detection System (EFDS) Clementine is used to examine all refund returns for the possibility of refund fraud. This effort, and others like it, has assumed great importance due to the “sharp increase in refund fraud – 322 per cent over the past six years…” according to recently published information provided by the IRS’ Criminal Investigation Division. PASW (SPSS)/Clementine, as indicated on the product description/quote, also attached to the requisition, has been utilized in many different forms. On workstations, models are built using Clementine that try to predict whether a refund return is likely to be fraudulent. These models are then deployed on the server machines (each in a stand alone way). On the production implementations, all refund returns are then run through Clementine to obtain a score. There are approximately 100 million refund returns and Clementine models flags the few hundred thousand most likely to be fraudulent. These flagged returns are then reviewed by Criminal Investigation. Thus, Clementine is a critical part of the process to detect fraudulent refunds. LMSB requires PASW (SPSS) software to perform research on data to develop a relational database with E-File XML data as well as other data such as AIMS. The analysts in RWI currently have the client version of SPSS on their laptops and have many years of classroom training on its use. Many of the models RWI build are in SPSS. The PASW (SPSS)/Clementine software and licenses are sold by multiple vendors on the NASA SEWP IV Contract. This requirement will be competed amongst all authorized resellers on NASA SEWP.
