- This is a design-build project for a Child Development Center (CDC) on Ford Island. The construction provides training rooms and activity rooms for infants, pre-toddlers, toddlers, and pre-schoolers. The project includes an administration building and a building for kitchen, laundry and storage. Playground areas will be developed with appropriate playground equipment and playground surface. This project includes the creation of parking and driveway designed to provide a safe covered drop-off/pickup area and a driveway long enough for cars waiting for drop-off/pickup to prevent congestion on the street. A beam barrier controlled by card access will secure the drop-off/pick-up and parking area. Estimated range is from $20,000,000 to $30,000,000. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 236220 AND AVERAGE ANNUAL RECEIPTS IS $33.5 MILLION OVER THE PAST THREE YEARS. This procurement is UNRESTRICTED. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the offeror proposing the LOWEST PRICE TECHNICALLY ACCEPTABLE proposal. The technical evaluation factors are anticipated to be as follows: (1) Offeror's Past Performance; (2) Lead Design Firm's Past Performance; (3) Offeror's Experience and Key Personnel Experience/Qualifications; (4) Lead Design Firm's Experience and Key Personnel Experience/Qualifications; (5) Past Performance in Utilization of Small Business Concerns; and (6) Participation of Small Business Concerns in this Project. The Request for Proposal (RFP) will be available on or about 28 September 2009. The RFP, excluding the plans and specifications, will be available through the Navy Electronic Commerce Online (NECO) website https://www.neco.navy.mil. The RFP, including the plans and specifications, will be available through the Federal Business Opportunities (FBO) (http://www.fbo.gov). Hard copies containing the RFP will not be issued. Contractors must register with FBO to obtain access to the solicitation. Registration instructions can be found on the FBO website. Once registered in FBO, the contractor must request access to the solicitation. An email will be forwarded once the contracting office has approved or declined the request. Approved contractors may view and/or download the solicitation and all amendments from FBO. Amendments will normally be posted to the web site https://www.neco.navy.mil. If the amendment contains drawings, the amendment, excluding the drawings, will be posted to https://www.neco.navy.mil. If the amendment contains drawings, the drawings will be posted to http://www.fbo.gov. It is highly recommended that firms register on the NECO and FBO website as a planholder as this will be the only planholder's list available. It is the offeror's responsibility to check the NECO and FBO website periodically for any amendments to the solicitation.
