- DATE: 9/11/09 SUBJECT: Site Visit Notes & Questions and Answers FBO Solicitation: F9A3CE9190A002 FBO Solicitation Title: Furniture and Installation in Sioux Falls, SD Notes: 1. The following individuals attended the Site Visit held September 11, 2009 at 10:00am: Reed Scott, (Interstate Office Products); Linda Marquardt and Teena Hagen, (Canfield Business Interiors); Dave DeBoer, (Brown & Saenger); Craig Jacobson, (Modular Furniture); Rebecca Determan, (Office Systems Inc), MSgt Jim Volden representing SD Air National Guard Civil Engineers. 2. This RFQ is set aside for Small Business concerns and Quotes have been solicited using a combo synopsis/solicitation on FedBizOpps (fbo.gov) and fair opportunity has been given. 3. The salient characteristics of the furniture to be quoted was presented. UNICORs Harmony Mid-Manager Laminate product line is the basis of comparison. The document attached in the Additional Information section of the solicitation entitled Mid-Manager Laminate describes the characteristics of the Mid-Manager laminate furniture requested. 4. As indicated in the solicitation, offer evaluation will be based on price and technical factors. Technical factors are approximately equal in weight to price related factors. The offered items best meeting the Governments requirement will be selected. 5. Drawings for Areas 1 & 2 are for reference purposes only and are not certified for accuracy. In accordance with FAR 52.237-1 offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. 6. Alternate proposals will be considered. The government reserves the right to accept or reject alternate proposals at its option; however offerors must also price the project as specified. Alternate proposals should include enough detail for the Government to understand the alternate as well as its benefits. Costs and or credits shall be listed separately. In the event the government elects to accept an alternate proposal from another offeror, offerors may not be notified that an alternate proposal was accepted. 7. Acceptance of offers must be allowed through October 30, 2009. Questions and Answers: 1. Question: Will this be awarded all or none? Answer: This solicitation is all, some or none and multiple awards are not planned for this project. In accordance with FAR 52.217-5, offer evaluation will be made inclusive of the BASIC line item and all OPTIONS. The Government reserves the right to award MDG OPTION (Line Item 0002) or OPS OPTION (Line Item 0003) at the time of BASIC line item award (Line Item 0001) or after, but not later than October 30, 2009. We do not anticipate making an award to more than one vendor. 2. Question: Do the three drawer rolling file cabinets need to be pencil/box/file cabinets or can they be box/box/file cabinets with a pencil tray included in the top box? Answer: the box/box/file cabinet with a pencil tray in the top box is an acceptable alternative. 3. Question: Are all chairs on carpet? Answer: (9) of the # 23s for Area 1 will be on VCT (vinyl tile). All other chairs will be on carpet. 4. Questions specific to Area 1: A) Item ref # 6 in the Power Pro floor drawing is pictured as a # 12 in the Section BB elevation drawing. Should this item be a # 6 or a # 12? B) Is the Supply Office drawing for both of the Supply Offices since these two office are actually reversed and if so have we accounted for the difference in left and right extentions needed? C) In the Supply Office drawing a #12 is pictured in the Section BB elevation drawing but not in the floor drawing. Are #12 items needed in these offices? Answers: A) This should be a #12 item which was correct on the Area 1 Quote Sheet. B) The Supply Office drawing applies to both of the Supply Offices and changes have been made to the Area 1 Quote Sheet to account for the changes in right and left L-Unit extensions needed and changes to the size of the extentions. C) #12 items are not needed in the Supply Offices. The Area 1 Drawings(Revised) and Area 1 Quote Sheet(Revised) documents attached to this amendment were updated as a result the questions addressed. The amended Area 1 Quote Sheet(Revised) should be used for submitting quotes. 5. Question: Is there storage to drop ship product? Answer: Storage should not be needed for Areas 2 & 3. We would prefer not to store the items for Area 1 for more than a week or two. 6. Question 2: Is there a dumpster on site or do we have to furnish one? Answer: Dumpster can be provided with advanced notice. 7. Question: You mentioned Area 1 install in December. Are the other 2 areas going to be done the same time or earlier? Answer: Installation for Areas 2 & 3 can be done earlier or at the same time if awarded. All other aspects of the Solicitation/Request for Quote remain unchanged.
