- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, in conjunction with FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation W9115U-09-T-0014 is issued hereto as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-35. In accordance with FAR Part 19.502-2(a), this acquisition is reserved exclusively for small business concerns and shall be set-aside for small business. The associated North American Industrial Classification System (NAICS) code is 335312 with a size standard of 1,000 employees. The following is a list of contract line item number(s) and items, quantities and units of measure (if applicable) that meet the needs of the Operational Test Command Air Defense Artillery Test Directorate (OTC ADATD): CLIN 0001, Magnum MMG-80 Fuel-type mobile generator (including Tandem Axle 3 Pintle Trailer, 720 CCA Gel Cell Battery, Battery Charger, Buck Transformer, 4Position Phase Switch, 36 Hour Fuel Tank, Full Containment, Interior Cabinet Light, Control Panel Light, Fire Extinguisher, Fuel Transfer Pump, and Mounted Spare Tire/Wheel Kit and PMG) or equal; 2 each, and CLIN 0002, Magnum MLG-25 Fuel-type mobile generator (including 2.5 Pintle Hitch and Mounted Spare Tire) or equal; 1 each. (See the attached salient physical and functional characteristics full product description and accessories.) This is a Brand Name or Equal purchase and the award will be based on lowest price and technically accepted product, both having equal value. This is a single award. Furthermore, pursuant to FAR 52.211-6, offerors who bid an equal product shall submit with their offer descriptive literature. The Government will consider the product (equal) if the products features and capability output meet the atteched salient characteristics. Delivery is required by 30 days from date of award. Delivery shall be made to United States Army OTC ADATD, Building 1660, Fort Bliss, TX 79916-6812. The responsible offeror must be registered on Central Contractor Registration (CCR) before any award is made; therefore, if the offeror is not registered in CCR, they may enlist into the CCR web site at http://www.ccr.gov. The selected offeror must comply with the following commercial item terms and conditions. FAR 52.211-6, Brand Name or Equal, applies to this acquisition. To be considered for the award, any offers of equal products must provide descriptive documentation that will clearly evaluate and meet the salient characteristics specified in this solicitation. FAR 52.212-1, Instruction to Offerors Commercial Items applies to this acquisition. The selected offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items identified at https://orca.bpn.gov/. FAR 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions required to implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The following additional FAR clauses cited in this clause are applicable: FAR 52.219-6, Notice of Total Small Business Set-Aside; FAR 52.219-8, Utilization of Small business Concerns; FAR, 52.219-28 Post Award Small business Program Representation. Clauses and provisions are incorporated by reference and apply to this acquisition. Full text of the clauses and provisions can be obtained at http://farsite.hill.af.mil/. Award shall be made to the responsible offeror whose proposal is determined to be lowest price and technically acceptable. The Technical element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. Compliant with FAR 13.101 (b)(1), an award will be made as to what is in the best interest of the government. A quote is FOB, destination which shall include all fees, including shipping or freight costs. An estimated delivery schedule is also requested in the comments portion of the buy. Failure to comply with the above instructions or terms may result in the quote being determined as non-responsive. Offers are due by 09:00 AM CST on September 18, 2009.
