- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NHLBI-PB-(EB)-2009-317-GMV and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-36. The North American Industry Classification (NAICS) Code is 333314 and the business size standard is 500 employees. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. However, this solicitation is not set aside for small business. This acquisition is being conducted as a Full and Open competition. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisition, intends to negotiate and award a single, fixed price purchase order for a contractor to provide a fluorescent microscope with the functional specifications below or equivalent: 1. Optical imaging probes development including but not limited to fluorophores labeled antibodies, peptides, and nucleic acids; 2. Fluorescent staining of cells and tissue sections to substantiate the imaging findings; 3. Live cell imaging for actively smart probe development; 4. Understanding the biodistribution of probes, drug candidates microscopically. The Government’s estimated delivery date is 60 - 90 days after receipt of order (A.R.O.) It is imperative to note that Contractors must comply with all applicable provisions and clauses provided under the American Recovery & Reinvestment Act of 2009 (ARRA or Recovery Act), PL 111-005, dated February 17, 2009, in order to be eligible to receive awards funded in whole or in part by the Recovery Act. The offeror must include a completed copy of the following provisions: 1) FAR Clause 52.212-1 Instructions to Offerors Commercial; 2) As stated in FAR Clause 52.212-2 (a), The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Evaluation and Price. 3) FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items; 4) FAR Clause 52.212-4, Contract Terms and Conditions Required To Implement Statues or Executive Orders Commercial Items, Contract Terms and Conditions Commercial Items; and 5) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items Deviation for Simplified Acquisitions. FAR Clause 52.204-7, Central Contractor Registration; and FAR Clause 32.703-2, Availability of Funds, FAR Clause 52.232-34, Payment by Electronic Funds Transfer-Central Contractor Registration. In order to be considered for an award, an offeror must have completed the online electronic Representation and Certifications located at http://orca.bpn.gov/ in accordance with FAR Clause 4.1201(a). FAR Clause 52.204-11, American Recovery and Reinvestment Act—Reporting Requirements (MAR 2009) and FAR Clause 52.203-15, Whistleblower Protections Under the American Recovery and Reinvestment Act of 2009. The offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Note: In order to receive an award from the NHLBI contractors must have a valid registration in the Central Contractor Registration (CCR) www.ccr.gov. The clauses are available in full text at http://www.arnet.gov/far. Interested vendors capable of furnishing the government with the item specified in this synopsis should submit their quotation to the below address. NOTE: The Offeror must be registered in the Government’s Central Contractor Registry (CCR) System, which is available at www.ccr.gov, in order to receive an award from the NIH, NHLBI. Quotations will be due seven (7) calendar days from the publication date of this synopsis or by September 17, 2009, 8:30am, Eastern Standard Time. The quotation must reference Solicitation number NHLBI-PB-(EB)-2009-317-GMV. Two (2) hard copies are requested. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency. Quotations must be submitted in writing to the National Heart, Lung, and Blood Institute, 6701 Rockledge Blvd., Room 6146, Bethesda, Maryland 20892, Attention: Gina M. Varan. Faxed copies and electronic quotations will not be accepted.
