Description
This contract is for exploratory drilling at the Dallas Smith Landslide emergency project site located in Phelps, Pike County, KY. The work under this contract will consist of drilling holes to two coal seams, placing pipe in the drilled holes and reclaiming the distubed areas. The estimated cost range is under $25,000. The North American Industrial Classification System (NAICS) code for this acquisition in 237990. The small business size standard is $31.0M. A MANDATORY PREBID CONFERENCE WILL BE HELD ON 09/21/09 @ 10:30 AM WITH A MANDATORY BID OPENING (TIME TO BE DETERMINED UPON COMPLETION OF PRE-BID MEETING) TO FOLLOW. PROSPECTIVE BIDDERS ARE TO MEET AT THE JUNCTION OF ROUTE 632 AND ROUTE 3419 (SMITH FORK ROAD) IN PHELPS, PIKE COUNTY, KY. DIRECTIONS TO THE SITE ARE PROVIDED IN THE SPECIFICATIONS (ATTACHMENT 2). The complete solicitation package (IFB and attachments) are being mailed to OSM's pre-established bidders list for drilling in the area where the work is to be performed. In addition, the IFB and attachments, along with the synopsis have been posted on FedConnect which is linked to FedBizOpps. Prospective bidders not on the OSM bidders list can obtain copies of the solicitation package electronically from FedConnect or FedBizOpps. Prospective bidders not on the OSM pre-established bidders and not having obtained an electronic copy of the solicitation and in attendance at the pre-bid conference will be provided a hard copy of the solicitation package (IFB and attachments) at the scheduled pre-bid conference. Bids will be due and opened at the project site on September 21, 2009 at a time to be determined upon completion of the scheduled pre-bid meeting. An original hard copy of the completed and signed IFB will be due at the bid opening. A completed AML Contractor Information Form and any other required information from the apparent low bidder prior to contract award. Due to emergeny conditions at the project site, OSM anticipates work beginning on September 22, 2009. Contractors doing business with the Government are required to have a DUNs number, register in the Central Contractor Registration at ccr.gov data base and complete on line representations and certifications at orca.bpn.gov.
