Description
RECOVERY RECOVERY – THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. This is NOT a solicitation for proposals. Using Recovery Act funding, the General Services Administration (GSA), Federal Acquisition Service (FAS), Assisted Acquisition Service (AAS) intends to modify existing GSA Task Number FY758002T6, a competitively awarded, Time and Materials Task Order under GSA Schedule 70 for the Indian Health Service (IHS) Office of Information Technology (OIT) Resource and Patient Management System General Application Development, Maintenance, Support and Training. This action is created to preserve and create jobs and promote economic recovery and provide investments needed to increase economic efficiency by spurring technological advances in science and health. The current contractor is Chickasaw Nation Industries, a Native American owned 8A Small Disadvantaged Business headquartered in Norman, Oklahoma. This work is within the scope of the original contract technical provisions. Contract clauses required for projects involving Recovery Act funds have been incorporated into the Task Order. This existing contract must be used because the additional requirements are within the scope of the original award and for efficiency and economy the Government’s best interest would be served. Specific requirements include: Projects to be supported with this modification include: 1. Project Overview – Health Information Exchange – RPMS Laboratory Applications This project proposes to modernize the current Laboratory Software Application and data set to conform to Logical Observation Identification Names and Codes (LOINC). LOINC facilitates the exchange and pooling of clinical results for clinical care, outcomes management, and research by providing a set of universal codes and names to identify laboratory and other clinical observations. In addition the implementation of LOINC codes the project will provide for Laboratory EHR Deployment support, a Laboratory Information System Graphical User Interface. The Lab GUI will improve: 1) LIS usability, 2) user satisfaction, 3) user productivity, and 4) application implementation. A GUI would also decrease the effort for LIS training and Support. 2. Project Overview – RPMS Electronic Health Record (EHR) Modernization - Pharmacy Deployment & Modernization The modernize the RPMS Pharmacy software applications through the following enhancements which are deemed necessary by the field in order to support current and future business practices of IHS, Tribal, and Urban pharmacists throughout the nation. A. Consolidated Mail Outpatient Program (CMOP): complete software development and communication system development to support the use of the VA's CMOP software to transmit and receive prescription information between IHS health care system sites and specified VA CMOP centers for the purpose of off-site filling and mailing of prescriptions. Assist the pharmacy program with CMOP software deployment. B. User Support and Functional Specialist to assist with the accelerated deployment of the pharmacy applications in support of the IHS Electronic Health Record. 3. Project Overview – Personal Health Record The IHS Personal Health Record (PHR) adoption is an initiative intended to improve the overall health of patients. This project consists of a number of subprojects, notably are: A. Patient Portal Development: evaluate and enhance the existing patient portal features and interface with personal health record storage solutions B. PHR Interface: a secure environment where patients can view and manage their Personal Health Record online, as well as access health information, health assessments, and electronic services online C. Interfaces to Remote Monitoring Equipment: establish the capabilities to obtain information from selected remote monitoring equipment within the PHR environment. Through these subprojects, the IHS Personal Health Record adoption project will provide efficient access to a wide variety of health and wellness information to both patient and clinician. The new online environment will complement existing clinical business practices, and also be transformational in the way health care is delivered and managed. 4. Project Overview – Population Health - Comprehensive Health Information Enhancements This project will enable OIT to complete developing and deploying its substantial backlog of functional requirements related to any of the Population Health and Comprehensive Health Component (e.g. PCC. iCare, CRS, UDS) applications that cannot be currently accommodated with existing requirements and development resources. Specific work tasks will be detailed. 5. Project Overview –Health Information Exchange Modernization - RPMS Infrastructure A. NHIN - The scope of this project includes the design, development, testing and implementation of an interface to the NHIN Connect Gateway. This interface serves as an adapter between RPMS and the NHIN Gateway. As part of the interface development, the scope also includes standardization of enterprise data and a secure enterprise-wide messaging solution. The adapter will be implemented across federal and tribal IHS facilities, allowing facilities to share information among themselves and with other healthcare providers. The following steps have been identified: 1. Standardization of enterprise data consistent with HITSP specifications. 2. Development and implementation of a secure enterprise messaging solution. 3. Development and implementation of an NHIN adapter, including the MPI interface and associated services in IHS. 4. Development and implementation of a viewing portal (Vista Web). 5. Enhancement of RPMS to support NHIN functionality. 6. Deployment and support of NHIN in each of the 12 Areas of Indian Health Service, including Tribal sites. B. Master Patient Index (MPI) -The scope of this project includes the design, development, testing and implementation of the Sun Open Source EMPI. Two instances of the EMPI will be implemented: one for non-Alaska health care facilities and the other for facilities in Alaska. C. Web Services – The scope of this project includes the planning design, development, testing and implementation of the IHS Web Service Solution which is to be determined. D. Cache Object Layer – The scope of this project includes the planning design, development, testing and implementation of the enhanced use of the Cache Object Layer for RPMS software development. E. Standard Terminology Services - The scope of this project includes adoption of the Veterans Administration Standard Terminology Services. STS supports Clinical Data Standardization, Administrative Data Standardization, Interagency Interoperability and Terminology Maintenance. This project will include the planning design, development, testing and implementation of Standard Terminology Services. 6. Project Overview – Vista Imaging This project will support installation of 8 new complete VI clusters which are to be installed at 8 Areas/sites and additional equipment for existing VI clusters. The new VI systems will provide the hospitals and clinics with the ability to do document scanning and if appropriate to be used as a PACS. In addition, new equipment will be purchased for the sites and Areas that have functioning VI systems to enhance and expand their current use. Installation of additional equipment includes scanners, key workstations, platters for long term storage, hard drives for magnetic storage, diagnostic workstations, on-site medium term archive. Staff will be required to implement the new hardware and provide training. 7. Project Overview – Practice Management The expectation is to improve business processes by streamlining application functionality and usability in order to maximize revenue generation while meeting the healthcare needs of the American Indian/Alaska Native population. Improvements to RPMS Third Party Billing and Accounts Receivable applications (includes HIPAA 5010 transaction set), GUI front-end capabilities for the Admission Discharge and Transfer Applications (ADT) and Scheduling modules within the Patient Information Management Systems (PIMS) application is intended to meet this expectation. Work will include planning, design, development, testing and implementation) combined with the development The requirements of this modification are included in the Projects and Activities section of the IHS Health Information Technology Recovery Plan listed here: 1.Expand Use of Certified Electronic Health Record oComprehensive Health Information Improving capabilities across the RPMS suite, including clinical care, support services, and practice management, including activities to address the ease of implementation, support, and usability of the system. oProvider Order Entry Continued improvements to applications that support the communication of orders and consultations among members of the health care team both on site and remotely, including electronic prescribing. oClinical Decision Support Creating and acquiring clinical decision support tools that build additional intelligence into RPMS, supporting quality of care and patient safety. oQuality and Performance Reporting Expanding existing quality and performance reporting capabilities, and ensuring that quality and performance data are transparent and accessible to consumers of IHS health care services. oHealth Information Exchange Activities to ensure that RPMS meets national interoperability standards, and that facilities using RPMS are positioned to participate in exchanges such as the Nationwide Health Information Network. oCertification Ensuring that RPMS receives national certification as a qualified EHR for inpatient use and for behavioral health settings, and continued certification as an outpatient EHR solution. oDeployment Intensive support for the deployment of RPMS EHR in all Federal and Tribal inpatient facilities, and optimization of implementation in outpatient settings as well. 2.Personal Health Record Adoption Development and collaborations to create truly consumer-oriented tools for management and portability of personal health information. The American Recovery and Reinvestment Act (ARRA) contains specific acquisition requirements that must be met when using Recovery Act Funds, including compliance with the Federal Acquisition Regulation, and the maximum extent practicable, making Fixed Price (FP) awards using competitive procedures. However, the Office of Management and Budget guidance allows for the use of other than FP contracts. Although GSA’s Task Order was not awarded as an FP contract, it was awarded competitively and the contract type was selected to provide the contractor with the greatest incentive for efficient and economical performance given the specific requirements. The existing contract has experienced personnel and documented performance to mitigate the Government’s risk. In order to meet the requirements of the Act in the most prudent business manner within the time constraints imposed, modification of this existing Task order is the most appropriate method to accomplish the work anticipated.
