- The National Institute on Drug Abuse (NIDA), Office of Acquisitions Station Support Simplified Acquisitions Branch on behalf of the National Institute of Neurological Disorders and Strokes (NINDS) intends to negotiate, on a sole source basis, with Facility Dynamics Engineering Corp, 6760 Alexander Bell Dr # 200, Columbia, MD 2104 for commissioning services. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority of FAR 13.106-1(b)(1) and FAR 13.501 (a)(1) to use Simplified Acquisition Procedure for commercial items. The purpose of this acquisition is to seek services in evaluating the design of the facility to be renovated. To accommodate the need for a laboratory space for a research lead by Dr. Roll-Mecak, the NINDS has a need to renovate existing office within the NINDS facility. Dr. Roll-Mecak has been recruited to perform research on ‘How do biophysical properties of microtubules and their modifiers produce cell morphology and organismal physiology?' NINDS plans to renovate the existing space to provide Dr. Roll-Mecak a laboratory area where she can conduct the study. The laboratory for which the renovation is being requested will reside in the 3B Pod of the Porter Neuroscience Research Center, Building 35 of the Bethesda NIH Campus. This research building is unique to the NIH campus in that it is structured as an open lab building. Although the strategy and thinking behind this building, to encourage collaborative efforts through common and shared research interests, and the breaking down of institute walls is being implemented by the architecture of open labs, from a facility perspective, the building has been extraordinarily difficult to manage and maintain. Facility groups have been unsuccessful in maintaining vibration free areas, constant temperature areas and controlling air flow between enclosed and open areas. Facility Dynamics has a unique and specific knowledge of the Porter Building. This vendor previously reviewed the building following its commissioning initially. They were brought on site to trouble shoot the building's HVAC systems, electrical and MEP systems, after it was opened when it became clear that the traditional methods of approaching commissioning were not effective. Facility Dynamics already has the history, experience and expertise, including detailed knowledge of all the facility system within this particular building that is needed to evaluate the design of this laboratory. Due to schedule needs and the extraordinarily stringent specifications of this research, it is imperative that the renovation be done in a timely manner and be performed by a company that already has prior knowledge of the facility and the mechanical, electrical and plumbing strengths and weaknesses of the building. This prior information and experience of and with the building systems would take months, if not longer, for another vendor to acquire and be familiar with; therefore causing further delay which will impact the schedule of the research. Following evaluation of the design and on site visits the vendor will supply written documentation of recommendations, to include expectations on the buildings performance and pitfalls to be wary of in the future. This is not a solicitation for competitive quotations. However, any interested party believes it can perform the requirement as detailed may submit a statement of capabilities on or before 2:00 PM E.T., September 21, 2009 to Liem T Nguyen, ln18x@nih.gov. All information furnished must be in writing and must contain sufficient detail to allow the NIDA/NINDS to determine if it can meet the above unique specifications described herein. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NIDA vendor must be registered in the Online Representations and Certifications Applications (ORCA) at http://orca.bpn.gov. In addition, vendor must be registered in the Central Contractor Registration (CCR) at www.ccr.gov. No collect calls will be accepted.
