Description
NASA/GSFC has a requirement for services to improve the lightning NOx algorithm forOMI data as well as analyses of Aura/OMI satellite data, for the continuation oflightning to the satellite observed tropospheric NO2 column amounts for a specific numberof cases. As well as written reports on methods and results for this topic. Products tobe transmitted to NASA/GSFC for each event will include the following: Data files containing LNO2 and retrieval uncertainty for individual pixels, aggregated to1 x 1 degree resolution, and aggregated over the region of interest.Maps for each event showing the Level 2 OMI Tropospheric NO2 Standard Product data forthe region of interest, LNO2 for individual pixels and gridded at 1 x 1 degrees, OMIradiative cloud fraction, Air Mass Factor from the standard NASA retrieval, and Air MassFactor based on the assumed convective outflow profile. NASA/GSFC intends to purchase the items from SRI International.pursuant to FAR 13.106 for the acquisition of supplies or services determine to bereasonably from one source.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities statement to perform the effortin writing to the identified point of contact not later than 2:30 p.m. local time onSeptember 21, 2009. Such statements will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis.Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
