Description
This synopsis neither constitutes a Request for Quote, nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. This Sources Sought Synopsis is in support of a market survey being conducted by the Walla Walla, Corps of Engineers to identify contractors that can supply Hazardous Waste Removal and Disposal services. However, this Sources Sought Synopsis will, in part, assist the USACE in determining set-aside potential. In the response, provide business size and a Point of Contact. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this Sources Sought Synopsis. The Government requests interested firms submit one (1) copy of their capability and experience response no later than 2:00 p.m., Pacific Standard Time, on September 23, 2009 to the following address: Contracting Division, Attn: Vicky Challis, Walla Walla District, Corps of Engineers, 201 North 3rd Avenue, Walla Walla, WA 99362, Fax will be accepted to 509-527-7802 or email to vicky.r.challis@usace.army.mil. NAICS Code is 562211 and the size standard is $12.5 million dollars. This contract will be a base year + 4 Option year periods. Description: USACE, Walla Walla District is seeking a contract to have companies characterize, transport, treat, and dispose of the District non-hazardous and hazardous waste. The contractor will need to be able to comply with all applicable Federal, State (Oregon, Washington, Wyoming, Idaho, etc.), and local regulations. The contract will need to be able to operated in all states (Oregon, Washington, Wyoming, Idaho), that Walla Walla District projects reside in and in any states disposal/treat by the contractor may occur in. Also the contract will need to comply with applicable USACE policy and manuals listed below. The purpose for this contract is to ensure that environmentally responsible treatment and disposal of used oil, TSCA waste, RCRA waste, and other hazardous wastes generated by Walla Walla District projects and lands is handled appropriately and in accordance with all applicable Federal, State, and local regulations. APPLICABLE REGULATIONS Federal and State Agencies and Regulations. The latest sections, additions, and addenda of the following government regulations, codes, standards and recommended practices form a part of this Standard. Nothing in this Standard is to be construed as permitting work not conforming to these requirements. California Department of Toxics Substances Control (California Code of Federal Regulations) Colorado Department of Public Health and Environment (Department Regulations) Department of Transportation (DOT) - Hazardous Materials Transportation Act (HMTA) Regulations for transportation of hazardous materials (49 CFR Parts 100-185 and Parts 300-399). Idaho Department of Environmental Quality (Idaho Administrative Rules) Occupational Safety and Health Administration (OSHA) - Occupational Safety and Health Act, 29 CFR Parts 1910, 1915, and 1926. Oregon Department of Environmental Quality (OR-DEQ) - Oregon Administrative Rules (OAR) 340 Division 111. Oregon Occupational Safety and Health Administration (OR-OSHA). US-Environmental Protection Agency (USEPA) - Resource Conservation and Recovery Act (RCRA) 40 CFR Part 260 through 299; Pollution Prevention Act of 1990, Section 6602; Executive Order 12856- Emergency Planning and Community Right to Know Act (EPCRA). Toxics Substance Control Act (TSCA), 40 CFR 761 and 40 CFR 763, Comprehensive Environmental Response Compensation and Liability Act (CERCLA); Solid Waste Disposal Act (SWDA) of 1965; and Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA).
