- Description
- This contract action was not awarded as a fixed price type because uncertainties involved in contract performance did not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract. As such, a cost-reimbursement type action was awarded (FAR 16.301-2). The Space & Missile Defense Initiative Support (SMDIS) III, Scientific, Engineering, & Technical Assistance (SETA) contracts provides SETA Service support for Space, Missile Defense, Global Strike, Information Operations, Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR), and related missions. Organizations supported include USASMDC/ARSTRAT, USSTRATCOM, Northern Command (NORTHCOM), Naval Network and Space Operations Command (NNSOC), Air Force Space Command (AFSPC), Ground Based Mid-Course Missile Defense (GMD), and the Joint National Integration Center (JNIC). Headquarters, Department of the Army (HQDA), Office of the Assistant Secretary of the Army, Space and Strategic Systems (SARD-TS), various Program Executive Offices (PEOs) and their subordinate Program Managers (PMs), CECOM Space Systems Directorate, Defense Advanced Research Projects Agency (DARPA), U.S. Army Training and Doctrine Command (TRADOC) Schools and Battle Labs, Laboratory Command (LABCOM), Missile Defense Agency (MDA), and 32d Army Air & Missile Defense Command (AAMDC) are also key organizations that will be supported by this effort. Relevant efforts by other DOD agencies collaborating with above organizations may also be supported by this contract. The contractor shall provide personnel, supplies, materials, facilities, equipment (other than that which is stated as Government Furnished), engineering, technical and analytical support and perform task orders for customers and missions described, above. The contractor shall support all core mission areas to include C4ISR; Space; Missile Defense; Information Operations; and Global Strike. Typical tasks will be assigned in general mission areas including Infrastructure, Organization Analysis, and Evaluations; Intelligence Requirements; Systems Engineering and Systems Integration Analysis; Simulation and Modeling Development; Rapid Prototyping and Limited Development; Software Development, Network Development, and Information Systems Support; Integrated Logistics Support; Emerging Technologies Analysis; Meetings and Conference Organization Support; Staff Support; Space Operations Support, and Homeland Security. The contractor shall analyze, critique, and assess the adequacy, timeliness, and cost effectiveness of work performed by other contractors and government personnel. This area of support requires specific consideration under the organizational conflict of interest provision set forth in the contract.
