Description
The U.S. Army Corps of Engineers, Philadelphia District, intends to negotiate an Indefinite Delivery Contract (IDC) for Analytical Laboratory Services for Environmental Sample Analysis. The firm will be used primarily, but not exclusively, to perform various field investigations for hazardous, toxic and radioactive waste (HTRW) projects that involve collection of primary samples, split samples, and quality assurance samples from various hazardous and toxic waste sites located inside and outside District Boundaries. Performance of work must be by a laboratory that complies with the Department of Defense (DOD) Quality Systems Manual (QSM) and possesses current National Environmental Laboratory Accreditation Conference (NELAC) and New Jersey Department of Environmental Protection (NJDEP) certifications including air sampling, able to provide Department of Defense (DOD) Quality Systems Manual (QSM) Self Declaration form and comply with the up coming Environmental Laboratory Accreditation Program (ELAP) Oct 1, 2009. The period of performance shall be for one (1) year from the date of contract award and will include four (4) option years. The estimated maximum in contract value per year is $500,000 with options NTE $2,500,000. The solicitation shall be in the form of a Request for Proposals (RFP). The acquisition will be a negotiated, best value procurement using the procurement process prescribed in FAR Part 12 Acquisition of Commercial Items. Proposals shall be evaluated on the basis of the following factors listed in descending order of importance. The subfactors within each factor will be of equal importance. 1) Technical capability consisting of detection and reporting limits for test parameters and VOCs and professional qualifications and expertise of the firm in the Environmental field, 2) Past performance with similar size and type of work, as well as capability to handle multiple projects issued simultaneously, 3) Management Approach consisting of providing data results in electronic format directly from Laboratory Information Management System, internet access, same day courier services, providing quality assurance manual, and ability to retain analytical data for five years, and 4) Subcontracting Efforts. The Government may award a contract on the basis of initial proposals received without discussions; therefore, each proposal should contain the offerors best terms. Contractors must submit proposals in two separate parts: a technical proposal and a price proposal. Technical proposals will be evaluated based on content, form, and technical acceptability. The technical section of the proposal is the most important and will be weighted over price. Award of a contract will not be based solely on a lowest-price basis. Award will be made to the offeror whose proposal offers the best value to the Government in terms of the factors as stated. Solicitation No. W912BU-09-R-0006 will be available on or about 30 September 2009 via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. Registration for plans and specifications should be made via FBO Internet homepage and hard copies will not be available. No written or fax requests will be accepted. It is the contractors responsibility to monitor FBO for any amendments. Offerors are responsible for printing copies of the RFP and any amendments. Proposals will be due on 3 November, 2009. Affirmative action to ensure equal employment opportunity is applicable to the resulting contract. Award will be made as a whole to one offeror. All contractors are required to be registered in the DODs Central Contract Register before award as required by DFARS 204.7300.
