Line Item 0003 - Shipping/Delivery destination and schedule is as follows: HHC 249th Engineer Battalion ATTN: CEPPB-H 1416 Jackson Loop Fort Belvoir, VA 22060 STATEMENT OF WORK EQUIPMENT PURCHASE Insulation Power Factor Test Set & Power Quality Analyzer Background: The 249th Engineer Battalion (Prime Power) deploys worldwide to provide prime electrical power and electrical systems expertise in support of the warfighter mission and National Response Plan. The units primary equipment assets are medium voltage generators and power plants that require special equipment for installation and calibration. In addition to ground power distribution, the prime power specialists are trained in overhead power distribution. Scope: The 249th Engineer Battalions Heavy Maintenance Section (HMS) will be set up by the end of FY 2010 as a fully operational 30-level maintenance shop supporting the Armys power generation and distribution equipment. The steps required in completing this mission include substantial purchases of electrical maintenance equipment. Insulation power factor tests are required to measure dielectric losses, which relate the wetness, dryness or deterioration of insulation. Both factory and field testing are performed to verify the insulation integrity of substation transformers. The results of overall power factor tests on power transformers reflect the insulation condition of the windings, barriers, tap changers, bushings and oil. This equipment will allow HMS to identify deterioration of transformers windings, generator windings, and power/load cables for all power generation and distribution equipment. The power Quality Analyzer gives the Heavy Maintenance Section the ability to conduct Energy Audits, Capacitor Bank Sizing, Load Balancing, Power Factor Surveys, Before/After Studies, Load Profiling, Substation Monitoring, Power Quality Investigations, Billing Verification, Motor Inrush Current Studies, and Harmonic Surveys/Filter Selection for all electrical power generation and distribution equipment through out battalion. Warranty Contractor shall provide a one year limited warranty on all parts and accessories installed by the manufacturer. Include cost of freight and delivery in the estimate. The Government will award a contract resulting form this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered.
