Description
Cover Letter Attachments 3 & 4 - Past Performance Attachment 2 PWS Solicitation NOTE: This Contract Is Fully Funded With FY2010 Funds - The Contract Will Not Be Awarded Until After 30 Sept 09. The Performance Period For The Basic Year Will Be 1 Dec 2009 - 30 Sep 2010. ******This procurement includes a security classification requirement in accordance with (IAW) FAR Subpart 4.4, DFARS Subpart 204.4, AFFARS Subpart 5304.4 and AFI 31-601 as implimented by the National Industrial Security Program Operating Manual (NISPOM) (DOD 5220.22-M) and the Industrial Security Regulation (DOD 5220.22-4). The contractor employees will be required to either have a Personal Security Clearance at the SECRET classification level or be able to obtain one when employed by the Contractor for this Contract. The clearance can be obtained after the employee has arrived at Yokota. However, if the employees cannot obtain the clearance within a reasonable amount of time, they must be replaced at Contractor expense. Because the employees have a security clearance requirement, the Contractor must either have a valid facility clearance up to the SECRET classification level or be able obtain one. The Contractor does not have to have the facility clearance in order to bid on this requirement, but the clearance will have to be obtained before a contract is awarded to the Contractor. The Contractor will be required to submit DD Form 254 with the solicitation package. This clearance requirement will not be a part of the evaluation criteria. ******The contractor shall provide the above required service In Accordance With (IAW) the Performance-based Work Statement (PWS), commercial practices, and US Government (USG) directives. This service will be performed in its entirety in the country of Japan. Contractor employees from the US will be provided SOFA 1(b) Status and Logistics Support. Government will not provide Permanent Change of Station (PCS) funds or housing. Contractor will be responsible for moving employees to Japan. Contractor employees must be US citizens.
