- The Fleet and Industrial Supply Center, San Diego, Regional Contracts Dept., Seal Beach Division, intends to negotiate a firm-fixed price contract on a sole source basis with PartMiner, Inc., Farmingdale, NY, for the acquisition of (one (1) License Service of Marts Minor Caps Expert 2 (two) Seats, pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements, under the authority of 10 U.S.C 2304(c)(1). Due to the unique knowledge and support equipment required, the OEM (PartMiner Inc.) is the only available source. This will be a commercial acquisition using simplified acquisition procedures for commercial items in accordance with FAR 13.5. The North American Classification System (NAICS) codes 518210 with a size standard of $25M. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 17 September 2009 will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. A proposal may be submitted via e-mail or facsimile with complete mailing address, point of contact, phone number, facsimile number, business size and shall be clearly marked with solicitation N00244-09-T-0699. Sole Source This is for a continued License and subscription service for PartMiner's CAPS Expert. CAPS Expert is an online obsolescence management tool for critical parts information. This online tool is proprietary, and Navy/Marine Corps Intranet compatible. The service unique features include parametric search capability to validate component selection, identify alternates, monitor part availability/life-cycle, compliance (including RoHS and REACH), cross-referencing of components via a private and public data merge, with continual updates in real time. Service monitors parts for end of life (EOL) impact analysis on all parts or selected BOMs. The System works with 1800 active component manufacturers throughout the industry.
