Cover letter for TAP Project PRESOLICITATION The Transparency, Accountability and Performance (TAP) Project The purpose of this solicitation is to improve the Agency’s overall performance and promote increased transparency and accountability in performance management reporting. The contract will support both Washington-based (USAID/W) and field-based USAID operating units through what will be known as the Transparency, Accountability, and Performance (TAP) project. TAP will be an integrated and collaborative approach to results-based performance management known as Managing for Results (MfR). MfR is the systematic process of monitoring the achievements of program and management operations; collecting and analyzing performance information to track progress towards planned results; using performance information and evaluations to influence decision-making and resource allocation; and communicating results attained, or not attained, to advance organizational learning and tell the Agency’s story. During the life of the TAP project, we anticipate increased attention to performance management from the Executive and Legislative branches. Taken together with the recent introduction of legislation with an explicit emphasis on performance management in foreign assistance, USAID expects that Agency policies and procedures related to Managing for Results will continue to evolve. The contract is intended to assist the Agency in complying with program and management performance reporting requirements that derive from statutes and the Office of Management and Budget (OMB), and Congress. To provide training and technical assistance to operating units to plan, implement and monitor programs; and evaluate progress toward achieving results. To maintain data collection systems that facilitate analysis of and reporting on Agency-wide program and management performance results. Lastly, to improve Agency accountability by communicating results in a transparent manner. The NAICS Code for this procurement is 541611. This solicitation is for small business set-asides and will be an Indefinite Quantity Contract. In accordance with FAR5.102 (d), availability of the solicitation is limited to this electronic medium only. The full solicitation will be issued within ten business days.
