- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Reference number is W912HQ-09- T-0042 is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. This solicitation is a 100 percent set aside for small business; the associated NAICS code is 335129 and small business size standard is 500 employees. Line Item 0001 Quantity 2 (two); 15kV DC First ResponseCable Fault Locator in accordance with the below specifications. Line Item 0002 Quantity 2 (two); Flash Phone in accordance with the below specifications. Line Item 0003 - Shipping/Delivery destination and schedule is as follows: HHC 249th Engineer Battalion ATTN: CEPPB-H 1416 Jackson Loop Fort Belvoir, VA 22060 1. The following specifications identify the requirements of a 15kV Cable Fault Locator that meet the objective of our classroom instructions: Input: 120 VAC @ 60 Hz Output: 0-7.5 and 0-15kV DC Hipot 0-7.5 and 0-15kV DC Thumper @ 1000 Jules System must include Hipot and Thumper with manual controls 0-150kV analog voltmeter Voltmeter that monitors battery charge 12V rechargeable battery with on board trickle charger Unit must operate on 12 VDC or 120VAC Single shot and automatic repetition thump 15 second charge/discharge rate for thump DC Proof Test Output 0-15kV Built-in Hand Truck for movement Rugged for field use and seal to prevent moisture penetration Time Domain Reflectometer (TDR) designed to locate opens and shorts in cable, has a basic mode that provide on screen step by step operating instructions TDR (Windows operating system) Measuring Accuracy 2.5 ft sampling rate of 100 MHz Pulse Amplitude/Width 25V into 50 Ohms/100nN to 20s Range Time Distance 1.28s to 0.66 mS / 1-196,000 ft Trace Storage Total of 32, 16 cable traces and 16 user test profiles Input Protection/Isolation 480VAC Provide accurate reading of cable length Provide readout of fault type and location 50 feet High Voltage output and return cable 50 feet safety ground cable 2 3 feet BNC interconnect cables Calibration Certificate User manual 2. The following specifications identify the requirements of a Digital Acoustic/Ballistic Cable Fault Locator: Battery operated (rechargeable lithium battery) System must include: seismic and electronic sensors Simple to operate for training use Watertight enclosure for field use External automatic battery charger Ballistic bar graph on the display Battery monitor on display Large and easy to read LCD display The Government will award a contract resulting form this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered.
