- This is a combined Source Sought synopsis/solicitation for commercial items/service prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the solicitation. The NAICS Code is 236220 with a size standard of $33.5M. This requirement is a small business set-aside for the remodeling/refurbishment of the SOFSA break room/kitchen that is used by the Government staff on a daily basis. The location of work is for the Special Operations Forces Support Activity (SOFSA) located at Bluegrass Station, Building 3, 5751 Briar Hill Road, Lexington, KY 40516. Government Point of Contact is Mark DeGroat, telephone number (859) 566-5011. General description of work is as follows: • Drop sprinkler system below ceiling line • Replace existing ceiling with acoustic tile ceiling • Remove and replace existing tile floor • Paint walls (Color TBD) • Build 40 linear feet of counter/ shelving along wall • Replace existing stove with double oven (white) • Install counter top stove • Install two refrigerators with ice makers (19 cu ft) (white) • Install exhaust system stove top (white) to include electrical connections • Replace/repair existing sub pump system to eliminate odor • Provide and mount 42" flat screen T.V. with cable connections • Replace window treatments with mini blinds • Replace two microwaves • Seal windows, that currently leak • Replace existing table and chairs with design to accommodate up to 40 personnel A site visit for interested contractors will be conducted on 17 September 2009 at 10:00 AM (EDT). Attendance is mandatory to finalize scope of work requirements, to have questions asked and to be considered for award of this work. The site visit location is Building 3, A-Bay, Bluegrass Station, Lexington, KY for all interested offerors. Attendees must send an email to bob.campbell@sofsa.mil 24 hours prior to site visit providing name, name of firm, job title, phone number, citizenship status and address. After the site visit, contractors shall furnish their detail plans and cost information in their proposal for the refurbishment of the break room/kitchen NLT 21 September 2009 12:00 PM (EDT). SOFSA will award the contract for work within 3 business days after receipt of proposal. Successful bidder must commence work on or before 29 September 2009 and complete work within 90 calendar days. The contractor shall remove and dispose debris and extra material that result from this project. This is a turnkey project. Special requirements: Security: All work shall be performed by US citizens. Successful bidder shall provide proof of citizenship on all workers allowed access to the area in accordance with the SOFSA visitor approval process. The on-site contractor personnel will be issued a badge each day while on site and shall return their badge to SOFSA security personnel at the end of the day. Any contractor personnel showing up and requiring access without a pre-arranged badge request shall not be allowed to access the SOFSA facility. Proposal Requirements: The contractor's proposal shall include at least the following elements: Contractor shall list directly related experience, preliminary drawings, parts/labor listing with detail costs, and a brief narrative identifying how the requirements are met. The Contractor shall provide a preliminary timeline, for completion of the modifications required. The following FAR clauses apply: 52.212-1, Instructions to Offerors - Commercial; 52.212-3, Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items and 52.212-5, Contract Terms and Conditions required to Implement Statutes or Executive Orders-Commercial Items. Offers shall be received in SOFSA by 12:00pm (EDT) 21 September 2009.
