Description
Statement of Work The Drug Enforcement Administration (DEA), Office of Chief Counsel, has a requirement for a legal case tracking database. See attached statement of work. THIS SOLICITATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COST INCURRED IN THE SUBMISSION OF PROPOSALS OR TO CONTRACT FOR THIS SERVICE. IT IS ALSO NOTED THAT THE CONTRACTING OFFICER IS THE ONLY INDIVIDUAL WHO MAY LEGALLY COMMIT THE GOVERNMENT TO THE EXPENDITURE OF PUBLIC FUNDS IN CONNECTION WITH THIS PROCUREMENT. This is a combined/synopsis solicitation and is being issued as a Request for Quote (RFQ). This annoucement constitutes the only solicitation. The Government anticipates award of a firm fixed-price purchase order under the test program described in the Federal Acquisition Regulation (FAR), Subpart 13.5. The following FAR Part 12.3 provisions and clauses are applicable to this acquisition: 52.212-1 (June 2008) Instruction to Offerors-Commercial Items; 52.212-2 (Jan 1999) Evaluation-Commercial Items; offerors are required to provide a complete copy of the provision at 52.212-3 (Aug 2009) Offeror Representations and Certifications-Commercial Items; 52.212-4 (March 2009) Contract Terms and Conditions-Commercial Items; 52.212-5 (Aug 2009) Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The additional clauses cited within this clause are applicable: 52.222-50, 52.233-3, 52.233-4, 52.203-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.225-1, 52.225-13, 52.232.33. For the purpose of 52.212-2, evaluation will be based on best value. The following factors will be considered: (1) Technically acceptable, (2) Past Performance- The offeror shall demonstrate its past performance/experience, (3) Price. All sources shall submit a quotation which will be evaluated. All respondents will be considered by this agency. Responses must be submitted electronically to claire.r.whitley@usdoj.gov. The deadline for questions is September 16, 2009 at 2:00pm EST. All quotes must be received by September 21, 2009 at 12:00noon EST.
