Description
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION TSA Dubuque Regional Airport 11000 Airport Road Dubuqe, IA PROPOSED ACTION AND DESCRIPTION OF REQUIREMENTS: To procure 620 rentable square feet of office space for 7 years; 3 years firm, from a single source. The subject building is located at the Dubuque Regional Airport, 11000 Airport Road, Dubuque, Iowa. IDENTIFICATION OF STATUTORY AUTHORITY: 41 USC 253 (C)(1) and FAR 6.302-1 UNIOUE QUALIFICATIONS OF PROPOSED CONTRACTOR OR NATURE OF ACQUISITION REOUIRINC AUTHORITY CITED: Due to the unique nature of TSA's mission, TSA requires their office space to be located within a 5 minute driving distance of an airport. TSA's operations in Dubuque shall be located at the Dubuque Regional Airport because this is the only location within the delineated area that meets this 5 minute requirement. Locations outside the airport were not considered because these spaces were located too far from the airport to facilitate a rapid response by TSA staff. With the exception of the Dubuque Regional Airport, the area within the 5 minute driving radius is undeveloped farmland. EFFORTS TO ENSURE SOLICITATION FROM MAXIMUM SOURCES PRACTICAL: A market survey was conducted to determine the availability of space. The only space that met the TSA's 5 minute driving distance requirement was located within the Dubuque Regional Airport. The neighboring cities of Key West, Iowa and Dubuque, Iowa were not considered in the market survey because they were outside the 5 minute driving radius. DETERMINATION OF THE MARKET SURVEY AND RESULTS: Price reasonableness is determined on the basis of market data prepared by in-house appraisal staff. FUTURE ACTION TO OVERCOME BARRIERS TO FULL AND OPEN COMPETITION: At the time of the new lease expiration, a new market survey will be conducted to determine the availability of office space within 5 minutes of the Dubuque Regional Airport. Upon conclusion, a determination will be made regarding feasibility for competition. I hereby certify that the above information is accurate and complete to the best of my knowledge.
