- Vendor Questions concerning W911RZ-09-T-0375 (Answering Service) Vendor questions received prior to 2:00 pm, Mountain Time Zone, 8 September 2009 and the Government responses: The Directorate of Contracting received the following questions concerning solicitation number W911RZ-09-T-0375: 1.QUESTION: Where is the Performance Work Statement (PWS)? RESPONSE: The PWS is located at the additional information tab of the solicitation. 2.QUESTION: Is the work performed at the hospital or the contractors facility? RESPONSE: The work shall be performed at the contractors facility. 3.QUESTION: How many switchboards are available? RESPONSE: The Government is not providing switchboards; work shall be performed at the contractors facility. 4.QUESTION: If there is an existing contractor could you provide the current monthly billing? REPSONSE: No, the Directorate of Contracting is unable to provide the current monthly billing information. This information maybe requested via the FOIA. RESPONSE: The required response date was originally September 11, 2009. However, the solicitation was modified and the response date is September 16, 2009. 6.QUESTION: Was the requirement evaluated for a possible 8(a) or Hub Zone set-aside? RESPONSE: Yes 7.QUESTION: Is this a new or follow-on requirement. REPONSE: Follow-on requirement. 8.QUESTION: Can you provide historical data. RESPONSE: Please use the projected workload specified in the PWS. 9.QUESTION: Who is the incumbent? RESPONSE: Answer Med, Inc 10.QUESTION: Is the incumbent eligible to recomplete? RESPONSE: Assume the question is is the incumbent eligible to submit a proposal. Yes, the incumbent is eligible to submit a proposal. 11.QUESTION: Are there any FOIA materials available? And how may we obtain copies? RESPONSE: Please see question number 4 and response. 12.QUESTION: What is the expected award date? RESPONSE: The contract start date and award date is 1 October 2009. 13.QUESTION: What is the length of the contract? RESPONSE: Total of five years. 14.QUESTION: Does the contractor have to be in bldg 7500. RESPONSE: No. The contractor shall be located in the contractors facility and not on Fort Carson. 15.QUESTION: When you say forward the call, are you saying to call the person on call and give them the information or is the contractor actually forwarding then phone call: RESPONSE: This is an example of a patch call, the contractor can connect the Physician thru various devices and transfer the patient to the physician. However, The contractor need not speak with the physician. 16.QUESTION: Would it be possible to extend the minimum page count for the technical proposal to four pages? RESPONSE: No 18. QUESTION: Is there an incumbent contractor? If so, please provide the current Annual contract amount and a sample of the report format. RESPONSE: The current annual amount is $10,324.00. Part two- the format will be established prior to contract start date. 19.QUESTION: What is the your estimate of average call length? RESPONSE: 1.5 minutes. 20.QUESTION: How many satellite and outlying clinics will use the service and what is the total population served by Evans Hospital and its clinics? RESPONSE: 15 clinics to include 6 satellite clinics. Total population served is approximately 63,000 enrollees. 21.QUESTION: Approximately how many calls per month are transferred to the after-hours service during normal business hours? RESPONSE: Approximately 100 per month. 22.QUESTION: Do you require daily message tickets as well as weekly and monthly? RESPONSE: Only weekly and monthly 23.QUESTION: Please confirm our understanding that the technical proposal need not contain a list of Key Personnel? RESPONSE: A list of key personnel is not required to be included with the technical proposal. 24.QUESTION: What is the anticipated workload? RESPONSE: Please see PWS paragraph 2.1.3. 25.QUESTION: Can the contractor be located in Canada? RESPONSE: Yes
