- The Department of Veterans Affairs (VA), through the Veterans Benefits Administration (VBA), administers the Compensation & Pension (C&P) Program for Veterans benefits, their dependents and their survivors. Entitlement determinations for disability compensation claims and disability pension claims are made by VBA Rating Veterans Service Representatives (RVSRs) working in VA Regional Offices (VAROs) across the country. A medical disability examination is a critical piece of evidence for determining the extent of permanent impairment, and the dollar benefit a Veteran is awarded. Congress enacted Public Law 104-275, on October 9, 1996, which authorized VA to conduct a limited pilot program to contract for medical examinations from non-VA medical sources. This authority was used to service ten VAROs (Boston, Roanoke, Atlanta, Winston-Salem, Salt Lake City, Los Angeles, Seattle, San Diego, Houston, and Muskogee). In addition to the sites stated above, VA was later granted authority to contract for additional locations (Lincoln, Des Moines, St. Louis, Indianapolis, Cleveland and Waco) under Public Law 108-183, which expires 12/31/2010. VA invites all qualified interested vendors to participate in Industry Day on October 15, 2009. The objective of Industry Day is to inform potential vendors about the procurement opportunity and to provide a venue where vendors and the Government are able to interact and directly discuss VAs needs, Contractor capabilities, and the structure of the procurement (e.g. Draft Performance Work Statement (PWS) requirements and Acquisition Timeline). Participants are encouraged to provide comments to the PWS and discuss new ideas. The Government expects that Industrys participation and feedback will assist in engineering a stronger procurement that will benefit Veterans for years to come. To this end, qualified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran-Owned Small Businesses (VOSBs) are additionally invited to submit capabilities statements (10-page maximum with an indication of the geographical locations in which the company can provide the required services) for the Governments use in exploring set-aside possibilities. Capabilities Statements should be provided to Rosa M Lachapel (rosa.lachapel@va.gov) via email no later than Friday, October 2nd by 5:00 PM EST. The government is contemplating awarding either a single contract or multiple contracts for the continued provision of these medical disability examination services. See Draft PWS for a more detailed description of the required services and potential geographical locations. Interested contractor(s) must be able to provide medical disability examinations in strict accordance with agency guidelines. How to Register: If you would like to attend Industry Day, please email Nicholas Zolkowski (nicholas.zolkowski@va.gov) with an indication of interest, your name (and the name of other participant from your company), and your company name before Monday, October 12th. Only the first 80 registrants will have the ability to attend and participate in Industry Day, and no more than 3 representatives from a single company will be permitted. A waiting list will be compiled for those who attempt to register after the initial 80 seats have already been guaranteed. Reservations for the Industry Day Conference will be on a first come basis. Please note, attendance/participation at the Industry Day Conference is encouraged, but is not a prerequisite for participation in any solicitation that may eventually result. The VA will not be responsible for any costs incurred for attending the Industry Day Conference. The Industry Day Conference will also provide an opportunity for entities to ask questions.
